Synopsis As Introduced

Requests that the Illinois Power Agency and the Illinois Commerce Commission issue, within 60 days, a Notice of Inquiry (NOI) to potential developers of new nuclear power generation facilities to collect specified information concerning those facilities and factors affecting their development. Further requests that the Agency and the Commission provide for the NOI to address the expansion of or uprates to existing sites. Directs the University of Illinois to provide subject matter support to the Agency and the Commission. Requests that the Illinois Power Agency consider the needs the Agency may experience over the coming 12 to 36 months to ensure that it has the scale and expertise necessary to facilitate new nuclear power generation development, the expansion of existing nuclear power plants, or uprates to existing nuclear power plants. Further requests that the Illinois Commerce Commission issue a second NOI requesting information from communities interested in hosting a new nuclear facility in order to identify at least one site with strong potential to host such a facility. Specifies the types of information to be collected in the second NOI. Requests that the information garnered from the NOIs be included in the Integrated Resource Planning (IRP) processes required under the Clean and Reliable Grid Affordability Act (P.A. 104-458). Provides for the creation of an interagency working group. Directs the interagency working group to report specified information to the Governor's Office and to draft legislative language needed to implement the recommendations in its report. Requires the Commission, the Department of Commerce and Economic Opportunity, and other State agencies to convene a research and development-focused discussion on new and emerging nuclear energy generation topics. Requests that the Department of Commerce and Economic Opportunity assess likely workforce needs to support the construction and operation of new nuclear facilities and develop a plan to address any observed gaps in necessary training resources; consider funding a nuclear energy and nuclear energy supply chain manufacturing training academy in the State Fiscal Year 2027; and develop a nuclear energy supply chain report that identifies existing Illinois companies primed for expansion and growth. Provides that the executive order shall not be construed to contravene any federal or State law or regulation; the executive order shall not affect or alter the existing statutory powers of any State agency; and the provisions of the executive order are severable. Effective February 18, 2026.
