AMENDMENT TO HOUSE BILL 880

2    AMENDMENT NO. ______. Amend House Bill 880 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Human Services Act is
5amended by changing Section 10-65 as follows:
 
6    (20 ILCS 1305/10-65)
7    Sec. 10-65. Hunger Relief Fund; grants.
8    (a) The Hunger Relief Fund is created as a special fund in
9the State treasury. From appropriations to the Department from
10the Fund, the Department shall make grants to food banks and,
11to the extent practicable, providers for the purpose of
12purchasing food and related supplies. In this Section, "food
13bank" means a public or charitable institution that maintains
14an established operation involving the provision of food or
15edible commodities, or the products of food or edible
16commodities, to food pantries, soup kitchens, hunger relief

1centers, or other food or feeding centers that, as an integral
2part of their normal activities, provide meals or food to feed
3needy persons on a regular basis.
4    (b) Moneys received for the purposes of this Section,
5including, without limitation, appropriations, gifts,
6donations, grants, and awards from any public or private
7entity must be deposited into the Fund. Any interest earned on
8moneys in the Fund must be deposited into the Fund.
9    (c) As used in this Section:
10    "Food bank" means a public or charitable institution that
11maintains an established operation involving the provision of
12food or edible commodities, or the products of food or edible
13commodities, for distribution to food pantries, soup kitchens,
14hunger relief centers, or other food or feeding centers that,
15as an integral part of their normal activities, provide meals
16or food to feed needy persons on a regular basis.
17    "Provider" means a public or charitable organization that
18is a recognized member agency with Feeding America and that
19maintains an operation involving the provision of food or
20edible commodities and, as an integral part of the
21organization's normal activities, provides meals or food to
22feed needy persons on a regular basis.
