| 4 | | "Section 5. The Department of Human Services Act is |
| 5 | | amended by changing Section 10-65 as follows:
|
| 6 | | (20 ILCS 1305/10-65) |
| 7 | | Sec. 10-65. Hunger Relief Fund; grants. |
| 8 | | (a) The Hunger Relief Fund is created as a special fund in |
| 9 | | the State treasury. From appropriations to the Department from |
| 10 | | the Fund, the Department shall make grants to food banks and, |
| 11 | | to the extent practicable, providers for the purpose of |
| 12 | | purchasing food and related supplies. In this Section, "food |
| 13 | | bank" means a public or charitable institution that maintains |
| 14 | | an established operation involving the provision of food or |
| 15 | | edible commodities, or the products of food or edible |
| 16 | | commodities, to food pantries, soup kitchens, hunger relief |

| 1 | | centers, or other food or feeding centers that, as an integral |
| 2 | | part of their normal activities, provide meals or food to feed |
| 3 | | needy persons on a regular basis. |
| 4 | | (b) Moneys received for the purposes of this Section, |
| 5 | | including, without limitation, appropriations, gifts, |
| 6 | | donations, grants, and awards from any public or private |
| 7 | | entity must be deposited into the Fund. Any interest earned on |
| 8 | | moneys in the Fund must be deposited into the Fund. |
| 9 | | (c) As used in this Section: |
| 10 | | "Food bank" means a public or charitable institution that |
| 11 | | maintains an established operation involving the provision of |
| 12 | | food or edible commodities, or the products of food or edible |
| 13 | | commodities, for distribution to food pantries, soup kitchens, |
| 14 | | hunger relief centers, or other food or feeding centers that, |
| 15 | | as an integral part of their normal activities, provide meals |
| 16 | | or food to feed needy persons on a regular basis. |
| 17 | | "Provider" means a public or charitable organization that |
| 18 | | is a recognized member agency with Feeding America and that |
| 19 | | maintains an operation involving the provision of food or |
| 20 | | edible commodities and, as an integral part of the |
| 21 | | organization's normal activities, provides meals or food to |
| 22 | | feed needy persons on a regular basis. |
