AMENDMENT TO HOUSE BILL 923

2    AMENDMENT NO. ______. Amend House Bill 923 by replacing 
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Public Aid Code is amended by 
5adding Section 10-3.5 as follows:
 
6    (305 ILCS 5/10-3.5 new)
7    Sec. 10-3.5. Connecting parents to available resources. 
8Beginning July 1, 2025, subject to appropriation and the 
9availability of federal matching funds for the costs to the 
10Department of Healthcare and Family Services for the 
11implementation of this Section, the Illinois Department shall 
12enter into agreements with other State agencies, including, 
13but not limited to, the Department of Employment Security and 
14the Department of Central Management Services, to implement a 
15program designed to connect available resources to 
16noncustodial parents whose families are receiving child

1support enforcement services; who have a child support order 
2or are cooperating to establish a child support order; and who 
3are unemployed or underemployed or at risk of not being able to 
4comply with their support order. The program designed shall 
5seek to connect parents with resources providing: job search 
6assistance; job readiness training; job development and job 
7placement services; skills assessments to facilitate job 
8placement; job retention services; work supports; and 
9occupational training and other skills training related to 
10employment. The opportunities provided to program participants 
11shall include opportunities offered by employers located in 
12the State, including, but not limited to, State employment.
 
13    Section 99. Effective date. This Act takes effect July 1, 
142025.".
