1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.1038 as follows:
 
6    (30 ILCS 105/5.1038 new)
7    Sec. 5.1038. The Illinois Municipal Works and Service
8Trainee Fund.
 
9    Section 10. The Illinois Works Jobs Program Act is amended
10by adding Section 20-17 as follows:
 
11    (30 ILCS 559/20-17 new)
12    Sec. 20-17. Illinois Municipal Works and Service Trainee
13Program.
14    (a) The Illinois Municipal Works and Service Trainee
15Program is established and shall be administered, subject to
16appropriation, by the Department. The goal of the Illinois
17Municipal Works and Service Trainee Program is to establish a
18regional workforce training program led by Morton College.
19Morton College shall serve as the primary demonstration site
20for the development, evaluation, and refinement of workforce
21training models under the program. Morton College shall

1directly provide, or coordinate with other partner
2organizations to provide, recruitment, prescreening, and
3service trainee skills training. Participants may attend the
4training free of charge and receive a stipend for
5participation in the program. The goal of the program is to
6create a qualified, diverse pipeline of workers who are
7prepared for careers in the municipal sector, the health care
8sector, and other service sectors identified by Morton College
9in consultation with public and private employers. Target
10industries and occupational pathways may include, but are not
11limited to: (i) municipal operations and public service
12occupations, including administrative, quasi-professional,
13clerical, and related local public sector employment; (ii)
14allied healthcare occupations, including entry-level clinical
15and technical pathways; (iii) transportation, logistics, and
16commercial driver pathways; and (iv) advanced manufacturing,
17automotive maintenance and repair, utilities, electrification,
18and related occupations. The program may support participant
19transition to Morton College credit and non-credit workforce
20programs aligned with these occupations. Morton College shall
21give priority in initial and continuing outreach and
22enrollment to residents of the Morton College service area,
23provided that remaining capacity may be made available to
24other eligible participants.
25    (b) The Illinois Municipal Works and Service Trainee Fund
26is hereby created as a special fund in the State treasury. The

1Fund shall be administered, subject to appropriation, by the
2Department. Moneys in the Fund shall be used to provide
3funding directly to Morton College for the administration and
4delivery of the Illinois Municipal Works and Service Trainee
5Program, including, but not limited to, funding for the
6following: direct instruction; curriculum development;
7participant recruitment, assessment, advising, case
8management, and supportive services; training equipment,
9instructional supplies, and resources; and facilities. Moneys
10in the Fund may also be used to provide funding, through Morton
11College, to municipal employers, health care employers, and
12other service sector employers who are associated with the
13Illinois Municipal Works and Service Trainee Program for the
14purpose of supporting participant enrollment and training. In
15addition to any other transfers that may be provided for by
16law, on July 1, 2026, or as soon thereafter as possible, and by
17July 1 of every year thereafter, at the direction of the
18Director of the Governor's Office of Management and Budget,
19the State Comptroller shall direct and the State Treasurer
20shall transfer amounts not exceeding a total of $650,000 from
21the Rebuild Illinois Projects Fund to the Illinois Municipal
22Works and Service Trainee Fund.
23    (c) Morton College shall provide an annual report to the
24Illinois Works Review Panel and the Illinois Community College
25Board concerning funds that Morton College receives from the
26Illinois Municipal Works and Service Trainee Fund. The report

1shall be submitted by April 1 of each calendar year. The report
2shall include the following information:
3        (1) a description of Morton College's recruitment,
4    screening, training, advising, case management, and
5    transition efforts, including efforts undertaken directly
6    or through partner organizations;
7        (2) the number of individuals who apply to,
8    participate in, and complete the program, broken down by
9    race, gender, age, veteran status, and primary language;
10        (3) the number of the individuals referenced in item
11    (2) of this subsection who are initially accepted and
12    placed into service trainee programs or related employment
13    and training opportunities in municipal employment, allied
14    healthcare, automotive maintenance and repair,
15    infrastructure, transportation, utilities and energy
16    systems, or other service sector employers;
17        (4) the number and percentage of participants who are
18    residents of the Morton College district;
19        (5) the number and percentage of participants who
20    transition to Morton College credit or non-credit
21    workforce programs;
22        (6) recommendations regarding workforce training
23    infrastructure, equipment, facilities, student supports,
24    and policy changes needed to improve program
25    effectiveness; and
26        (7) such other information as Morton College deems

1    necessary or advisable to identify and document successful
2    aspects of the program and to resolve systemic hindrances
3    to the program's success.
 
4    Section 15. The Public Community College Act is amended by
5adding Section 2-28 as follows:
 
6    (110 ILCS 805/2-28 new)
7    Sec. 2-28. Illinois Pipeline for the Advancement of the
8Service Workforce. The State Board shall monitor the
9implementation and progress of the Illinois Municipal Works
10and Service Trainee Program. By no later than July 1, 2031, the
11State Board, in collaboration with Morton College, shall
12recommend legislation to the General Assembly that will, based
13upon the experience of Morton College, establish and fund an
14Illinois Pipeline for the Advancement of the Service Workforce
15Program, which will support municipal employment,
16infrastructure, manufacturing, transportation, automotive
17maintenance and repair, utilities and energy services, allied
18healthcare, and related occupations.
 
19    Section 95. No acceleration or delay. Where this Act makes
20changes in a statute that is represented in this Act by text
21that is not yet or no longer in effect (for example, a Section
22represented by multiple versions), the use of that text does
23not accelerate or delay the taking effect of (i) the changes

1made by this Act or (ii) provisions derived from any other
2Public Act.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.
