AMENDMENT TO HOUSE BILL 951

2    AMENDMENT NO. ______. Amend House Bill 951 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Section 5.1038 as follows:
 
6    (30 ILCS 105/5.1038 new)
7    Sec. 5.1038. The Illinois Municipal Works and Service
8Trainee Fund.
 
9    Section 10. The Illinois Works Jobs Program Act is amended
10by adding Section 20-17 as follows:
 
11    (30 ILCS 559/20-17 new)
12    Sec. 20-17. Illinois Municipal Works and Service Trainee
13Program.
14    (a) The Illinois Municipal Works and Service Trainee

1Program is established and shall be administered, subject to
2appropriation, by the Department. The goal of the Illinois
3Municipal Works and Service Trainee Program is to establish a
4regional workforce training program led by Morton College.
5Morton College shall serve as the primary demonstration site
6for the development, evaluation, and refinement of workforce
7training models under the program. Morton College shall
8directly provide, or coordinate with other partner
9organizations to provide, recruitment, prescreening, and
10service trainee skills training. Participants may attend the
11training free of charge and receive a stipend for
12participation in the program. The goal of the program is to
13create a qualified, diverse pipeline of workers who are
14prepared for careers in the municipal sector, the health care
15sector, and other service sectors identified by Morton College
16in consultation with public and private employers. Target
17industries and occupational pathways may include, but are not
18limited to: (i) municipal operations and public service
19occupations, including administrative, quasi-professional,
20clerical, and related local public sector employment; (ii)
21allied healthcare occupations, including entry-level clinical
22and technical pathways; (iii) transportation, logistics, and
23commercial driver pathways; and (iv) advanced manufacturing,
24automotive maintenance and repair, utilities, electrification,
25and related occupations. The program may support participant
26transition to Morton College credit and non-credit workforce

1programs aligned with these occupations. Morton College shall
2give priority in initial and continuing outreach and
3enrollment to residents of the Morton College service area,
4provided that remaining capacity may be made available to
5other eligible participants.
6    (b) The Illinois Municipal Works and Service Trainee Fund
7is hereby created as a special fund in the State treasury. The
8Fund shall be administered, subject to appropriation, by the
9Department. Moneys in the Fund shall be used to provide
10funding directly to Morton College for the administration and
11delivery of the Illinois Municipal Works and Service Trainee
12Program, including, but not limited to, funding for the
13following: direct instruction; curriculum development;
14participant recruitment, assessment, advising, case
15management, and supportive services; training equipment,
16instructional supplies, and resources; and facilities. Moneys
17in the Fund may also be used to provide funding, through Morton
18College, to municipal employers, health care employers, and
19other service sector employers who are associated with the
20Illinois Municipal Works and Service Trainee Program for the
21purpose of supporting participant enrollment and training. In
22addition to any other transfers that may be provided for by
23law, on July 1, 2026, or as soon thereafter as possible, and by
24July 1 of every year thereafter, at the direction of the
25Director of the Governor's Office of Management and Budget,
26the State Comptroller shall direct and the State Treasurer

1shall transfer amounts not exceeding a total of $650,000 from
2the Rebuild Illinois Projects Fund to the Illinois Municipal
3Works and Service Trainee Fund.
4    (c) Morton College shall provide an annual report to the
5Illinois Works Review Panel and the Illinois Community College
6Board concerning funds that Morton College receives from the
7Illinois Municipal Works and Service Trainee Fund. The report
8shall be submitted by April 1 of each calendar year. The report
9shall include the following information:
10        (1) a description of Morton College's recruitment,
11    screening, training, advising, case management, and
12    transition efforts, including efforts undertaken directly
13    or through partner organizations;
14        (2) the number of individuals who apply to,
15    participate in, and complete the program, broken down by
16    race, gender, age, veteran status, and primary language;
17        (3) the number of the individuals referenced in item
18    (2) of this subsection who are initially accepted and
19    placed into service trainee programs or related employment
20    and training opportunities in municipal employment, allied
21    healthcare, automotive maintenance and repair,
22    infrastructure, transportation, utilities and energy
23    systems, or other service sector employers;
24        (4) the number and percentage of participants who are
25    residents of the Morton College district;
26        (5) the number and percentage of participants who

1    transition to Morton College credit or non-credit
2    workforce programs;
3        (6) recommendations regarding workforce training
4    infrastructure, equipment, facilities, student supports,
5    and policy changes needed to improve program
6    effectiveness; and
7        (7) such other information as Morton College deems
8    necessary or advisable to identify and document successful
9    aspects of the program and to resolve systemic hindrances
10    to the program's success.
 
11    Section 15. The Public Community College Act is amended by
12adding Section 2-28 as follows:
 
13    (110 ILCS 805/2-28 new)
14    Sec. 2-28. Illinois Pipeline for the Advancement of the
15Service Workforce. The State Board shall monitor the
16implementation and progress of the Illinois Municipal Works
17and Service Trainee Program. By no later than July 1, 2031, the
18State Board, in collaboration with Morton College, shall
19recommend legislation to the General Assembly that will, based
20upon the experience of Morton College, establish and fund an
21Illinois Pipeline for the Advancement of the Service Workforce
22Program, which will support municipal employment,
23infrastructure, manufacturing, transportation, automotive
24maintenance and repair, utilities and energy services, allied

1healthcare, and related occupations.
 
2    Section 95. No acceleration or delay. Where this Act makes
3changes in a statute that is represented in this Act by text
4that is not yet or no longer in effect (for example, a Section
5represented by multiple versions), the use of that text does
6not accelerate or delay the taking effect of (i) the changes
7made by this Act or (ii) provisions derived from any other
8Public Act.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.".
