    Amends the Decennial Committees on Local Government Efficiency Act. Provides that a governmental unit may form a committee (rather than must form a committee) to study local efficiencies and report recommendations regarding efficiencies and increased accountability to the county board in which the governmental unit is located.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Decennial Committees on Local Government
5Efficiency Act is amended by changing Section 10 as follows:
 
6    (50 ILCS 70/10)
7    Sec. 10. Formation of committee; members; vacancy;
8administrative support.
9    (a) By June 10, 2023 (one year after the effective date of
10this Act) and at least once every 10 years after June 10, 2023,
11each governmental unit may must form a committee to study
12local efficiencies and report recommendations regarding
13efficiencies and increased accountability to the county board
14in which the governmental unit is located.
15    (b) Each committee's membership shall include the elected
16or appointed members of the governing board of the
17governmental unit; at least 2 residents within the territory
18served by the governmental unit, who are appointed by the
19chair of the governing board, with the advice and consent of
20the governing board; and any chief executive officer or other
21officer of the governmental unit. The committee shall be
22chaired by the president or chief elected or appointed
23official of the governing board or his or her designee. The

1chairperson may appoint additional members to the committee as
2the chairperson deems appropriate.
3    Committee members shall serve without compensation but may
4be reimbursed by the governmental unit for their expenses
5incurred in performing their duties.
6    (b-5) In lieu of the committee described in subsection
7(a), a highway commissioner of a township road district in a
8county with a population under 400,000 and the township board
9of the same township may form a joint committee for the
10purposes described in subsection (a). That joint committee
11shall include: the township trustees; the highway
12commissioner; at least 2 residents of the territory served by
13the governmental unit appointed by the township supervisor
14with the advice and consent of the township board; at least one
15resident of the governmental unit appointed by the highway
16commissioner; and the township supervisor. The joint committee
17shall be chaired by the township supervisor and shall issue a
18joint report with 2 sections, one section for the township and
19one section for the road district. Except with respect to its
20composition and report, the joint committee shall otherwise
21comply with subsection (b). References in this Act to a
22"committee" shall also include a joint committee formed under
23this subsection.
24    (c) A committee may employ or use the services of
25specialists in public administration and governmental
26management and any other trained consultants, analysts,

1investigators, and assistants it considers appropriate, and it
2may seek assistance from community colleges and universities
3as necessary to prepare the report required under Section 25.
4    (d) If a vacancy occurs in the committee membership, the
5vacancy shall be filled in the same manner as the appointments
6under subsection (b).
7    (e) Each governmental unit shall provide administrative
8and other support to its committee.
