AMENDMENT TO HOUSE BILL 1248 

2    AMENDMENT NO. ______. Amend House Bill 1248 by replacing 
3everything after the enacting clause with the following:
 
4    "Section 5. The Government Zero-Emission Vehicle Act is 
5amended by changing Section 10 as follows:
 
6    (30 ILCS 532/10)
7    Sec. 10. Zero-emission vehicles of governmental units.  
8    (a) Notwithstanding any other provision of law, beginning 
9on January 1, 2030, all passenger vehicles, except for law 
10enforcement vehicles, purchased or leased by a governmental 
11unit must be either a manufactured zero-emission vehicle or a 
12converted zero-emission vehicle and must be manufactured in 
13the United States by a company that is headquartered in the 
14United States.
15    (b) As used in this Section: 
16    "Manufactured in the United States" means that the product

1is made in the United States, including all significant parts, 
2processing, and labor. 
3    "United States" means the 50 states, the District of 
4Columbia, and any territory or possession of the United 
5States.
