1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section 
514-19 as follows:
 
6    (105 ILCS 5/14-19 new)
7    Sec. 14-19. Parental notice of right to be accompanied to 
8meeting and of the IEP facilitation process. The notice 
9provided to a parent or guardian prior to a meeting pursuant to 
10subsection (g) of Section 14-8.02 shall inform the parent or 
11guardian of the parent's or guardian's right to invite other 
12individuals to the meeting to assist the parent or guardian, 
13including individuals who have knowledge or special expertise 
14regarding the child, and advocates for the parent, guardian, 
15or child. The notice shall include a request that the parent or 
16guardian inform the school prior to the meeting if the parent 
17or guardian plans to bring other individuals to the meeting so 
18arrangements can be made to accommodate the additional 
19participants.
20    The State Board of Education shall prepare and distribute 
21to each school district written informational material about 
22the individualized education program (IEP) facilitation 
23process. The material may consist of a one-page document that

1briefly describes the process and how to request IEP 
2facilitation. The informational material on IEP facilitation 
3shall be disseminated to parents and guardians by schools 
4using the same distribution methods employed to transmit other 
5documents and information related to an IEP meeting to a 
6parent or guardian.
