| | | Amends the Illinois Power Agency Act. Provides that the Illinois Commerce Commission, in consultation with the Illinois Power Agency, shall develop standards and guidelines to prohibit any Illinois ratepayer funds from being used by the Agency for the procurement under the Agency's long-term renewable resources procurement plan of solar panels that are not manufactured or assembled by a company located in North America. |

| 1 | | AN ACT concerning State government.

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Power Agency Act is amended by |
| 5 | | adding Section 1-131 as follows:
|
| 6 | | (20 ILCS 3855/1-131 new) |
| 7 | | Sec. 1-131. Prohibition on procurement of solar panels not |
| 8 | | manufactured in North America. No later than 180 days after |
| 9 | | the effective date of this amendatory Act of the 104th General |
| 10 | | Assembly, the Illinois Commerce Commission, in consultation |
| 11 | | with the Agency, shall develop standards and guidelines to |
| 12 | | prohibit any Illinois ratepayer funds, as collected under |
| 13 | | Section 16-108 of the Public Utilities Act, from being used by |
| 14 | | the Agency for the procurement under the Agency's long-term |
| 15 | | renewable resources procurement plan of solar panels that are |
| 16 | | not manufactured or assembled by a company located in North |
| 17 | | America. |
