AMENDMENT TO HOUSE BILL 1586

2    AMENDMENT NO. ______. Amend House Bill 1586 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Personnel Code is amended by changing
5Section 8b as follows:
 
6    (20 ILCS 415/8b)  (from Ch. 127, par. 63b108b)
7    Sec. 8b. Jurisdiction B - Merit and fitness.
8    (a) For positions in the State service subject to the
9jurisdiction of the Department of Central Management Services
10with respect to selection and tenure on the basis of merit and
11fitness, those matters specified in this Section and Sections
128b.1 through 8b.20 8b.17.
13    (b) Application, testing and hiring procedures for all
14State employment vacancies for positions not exempt under
15Section 4c shall be reduced to writing and made available to
16the public via the Department's website or equivalent. All

1vacant positions subject to Jurisdiction B shall be posted.
2Vacant positions shall be posted on the Department's website
3in such a way that potential job candidates can easily
4identify and apply for job openings and identify the county in
5which the vacancy is located. Vacant positions shall be
6updated at least weekly.
7    (c) If a position experiences a vacancy rate that is
8greater than or equal to 10%, that position shall be posted
9until the vacancy rate is less than 10%.
10    (d) Unless prohibited by federal law, the administration
11of the following federal programs (and anything they may be
12subsequently named) shall be conducted by employees subject to
13this code:
14        (1) Supplemental Nutrition Assistance Program,
15formerly known as Food Stamps;
16        (2) Employment Security, including Unemployment
17Insurance and Employment Services;
18        (3) Grants to States for Old-Age Assistance for the
19Aged;
20        (4) Aid to Families with Dependent Children;
21        (5) Grants to States for Aid to the Blind;
22        (6) Grants to States for Aid to the Permanently and
23Totally Disabled;
24        (7) Grants to States for Aid to the Aged, Blind or
25Disabled;
26        (8) Medical Assistance, including Medicaid;

1        (9) State and Community Programs on Aging, including
2with respect to Older Americans;
3        (10) Federal Payments for Foster Care and Adoption
4Assistance;
5        (11) Occupational Safety and Health Standards;
6        (12) Occupational Safety and Health Statistics;
7        (13) Robert T. Stafford Disaster Assistance and
8Emergency Relief Act; and
9        (14) any State administration of the Social Security
10Act.
