AMENDMENT TO HOUSE BILL 1838

2    AMENDMENT NO. ______. Amend House Bill 1838 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Sections
510-20.88 and 34-18.88 as follows:
 
6    (105 ILCS 5/10-20.88 new)
7    Sec. 10-20.88. Selective admission schools; standardized
8testing.
9    (a) A school board that has a school with selective
10admission requirements that require standardized testing in
11order for incoming kindergarten students to attend the school
12shall require the district, no later than 30 days prior to the
13first developmentally appropriate screening assessment, to
14provide resources about the testing process to the families of
15students who elect to participate in the testing.
16    The school district shall facilitate at least 3

1informational sessions that encompass an overview of the
2selective-admission standardized-testing process, including
3information on the testing protocols, policies, and
4procedures, for families of incoming kindergarten students who
5are interested in attending the selective admission school. No
6more than one online informational session may be counted
7toward the total number of sessions required. Online session
8recordings and testing process resources shall be posted on
9the school district's website after they have been created or
10conducted.
11    (b) A school board that has a school with selective
12admission requirements that require standardized testing for
13admissions shall commission an independent and third-party
14study for the purpose of determining the most appropriate
15entry-level grade for the school. This study and the findings
16of it shall be reported to the General Assembly and school
17district no later than March 1, 2026. The school district
18shall respond to the study's findings and report the
19district's response to the General Assembly no later than
20March 30, 2026.
21    Beginning on August 1, 2027, the school district shall
22prohibit standardized testing or developmentally appropriate
23screening assessments for those children seeking to enter a
24kindergarten program.
