AMENDMENT TO HOUSE BILL 1882

2    AMENDMENT NO. ______. Amend House Bill 1882 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Veterans' Affairs Act is
5amended by adding Section 38.1 as follows:
 
6    (20 ILCS 2805/38.1 new)
7    Sec. 38.1. Veterans' Services Task Force.
8    (a) Subject to appropriation, the Task Force created by
9Public Act 101-225 and repealed on December 31, 2023 is
10recreated as the Veterans' Services Task Force. The Task Force
11shall review and make recommendations regarding gaps in
12veterans' services, including, but not limited to, exploring
13why certain service-related ailments are not recognized,
14resources for veterans' monuments and memorials, and resources
15for veterans transitioning from military service.
16    (b) The Task Force shall consist of the following members:

1        (1) The Director of Veterans' Affairs or the
2    Director's designee.
3        (2) Two members from the House of Representatives,
4    appointed one each by the Speaker of the House and the
5    House Minority Leader.
6        (3) Two members of the Senate, appointed one each by
7    the President of the Senate and the Senate Minority
8    Leader.
9        (4) One veteran, appointed by the Director of
10    Veterans' Affairs.
11        (5) Four representatives from a variety of veterans
12    organizations representing geographic diversity in the
13    State, appointed by the Director of Veterans' Affairs.
14        (6) Three members, one of whom shall be appointed by
15    the chair of the Veterans' Affairs Committee of the House
16    of Representatives, one of whom shall be appointed by the
17    chair of the Veterans Affairs Committee of the Senate, and
18    one of whom shall be appointed by the minority
19    spokesperson of the Veterans Affairs Committee of the
20    Senate.
21    Task Force members shall serve without compensation.
22    (c) The Task Force shall meet at least twice a year and at
23any other times it deems necessary. Task Force members shall
24select from among themselves a chairperson or co-chairpersons
25at the initial Task Force meeting.
26    (d) The Department of Veterans' Affairs shall provide

1administrative and other support to the Task Force.
2    (e) The Task Force shall prepare a report that summarizes
3its work and makes recommendations resulting from its study.
4The Task Force shall submit the report of its findings and
5recommendations to the Governor and the General Assembly by
6December 31, 2027. The Task Force is dissolved, and this
7Section is repealed, on December 31, 2027.
 
8    Section 99. Effective date. This Act takes effect 3 months
9after becoming law.".
