AMENDMENT TO HOUSE BILL 2083

AMENDMENT NO. ______. Amend House Bill 2083 by replacing everything after the enacting clause with the following:

"Section 1. This Act may be referred to as the Pope Leo XIV Commemorative Statue Act.

Section 5. Findings. The General Assembly finds and declares the following:

(1) Pope Leo XIV, the first American to serve as the Bishop of Rome and the leader of the Roman Catholic Church, holds a significant place in American and world history.

(2) Pope Leo XIV's leadership, values, and commitment to peace, human dignity, and interfaith dialogue have inspired millions of people across the United States and around the world.

(3) Pope Leo XIV's American heritage represents a milestone for the role of American Roman Catholics in global religious and humanitarian efforts.

(4) The State of Illinois recognizes the cultural, spiritual, and historical significance of Pope Leo XIV's papacy and seeks to honor his legacy in a lasting and visible way.

Section 10. The Legislative Commission Reorganization Act of 1984 is amended by changing Section 8A-35 and by adding Section 8A-60 as follows:

Sec. 8A-35. Capitol Restoration Trust Fund; appropriations.

(a) The Capitol Restoration Trust Fund is created as a special fund within the State treasury. The Fund may accept deposits from any source, whether private or public, and may be appropriated only for the use of the Architect of the Capitol in the performance of his or her powers and duties. The Architect of the Capitol may seek private and public funds for deposit into the Capitol Restoration Trust Fund.

(a-5) The Capitol Restoration Trust Fund shall contain a separate account for the deposit of funds donated for the payment of expenses associated with the placement of a commemorative statue on the grounds of the State Capitol Building depicting Pope Leo XIV, as provided under Section 8A-60. The separate account may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the commemorative statue authorized under subsection (a) of Section 8A-60. The Architect of the Capitol may seek private and public funds for deposit into the separate account of the Capitol Restoration Trust Fund established under this subsection (a-5).

(b) The Architect of the Capitol shall submit all budget requests to implement the master plan that relate to areas of the legislative complex other than the State Capitol Building to the Capitol Historic Preservation Board for review and comment. The Architect of the Capitol shall submit all budget requests to the Board of the Office of the Architect of the Capitol for approval.

Sec. 8A-60. Pope Leo XIV statue.

(a) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol and in collaboration with the interfaith community of this State, shall provide for the acquisition and placement of a statue on the grounds of the State Capitol Building depicting Pope Leo XIV. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(b) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall take actions necessary to provide for the placement and unveiling of the statue authorized under this Section within a reasonable period of time after the effective date of this amendatory Act of the 104th General Assembly. Prior to the placement of the statue on the grounds of the Capitol, the Architect of the Capitol shall issue a report detailing his or her actions in acquiring and placing the statue specified under this subsection (b). The report shall be delivered to the Governor and the General Assembly.".
