AMENDMENT TO HOUSE BILL 2083

2    AMENDMENT NO. ______. Amend House Bill 2083 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. This Act may be referred to as the Pope Leo XIV
5Commemorative Statue Act.
 
6    Section 5. Findings. The General Assembly finds and
7declares the following:
8        (1) Pope Leo XIV, the first American to serve as the
9    Bishop of Rome and the leader of the Roman Catholic
10    Church, holds a significant place in American and world
11    history.
12        (2) Pope Leo XIV's leadership, values, and commitment
13    to peace, human dignity, and interfaith dialogue have
14    inspired millions of people across the United States and
15    around the world.
16        (3) Pope Leo XIV's American heritage represents a

1    milestone for the role of American Roman Catholics in
2    global religious and humanitarian efforts.
3        (4) The State of Illinois recognizes the cultural,
4    spiritual, and historical significance of Pope Leo XIV's
5    papacy and seeks to honor his legacy in a lasting and
6    visible way.
 
7    Section 10. The Legislative Commission Reorganization Act
8of 1984 is amended by changing Section 8A-35 and by adding
9Section 8A-60 as follows:
 
10    (25 ILCS 130/8A-35)
11    Sec. 8A-35. Capitol Restoration Trust Fund;
12appropriations.
13    (a) The Capitol Restoration Trust Fund is created as a
14special fund within the State treasury. The Fund may accept
15deposits from any source, whether private or public, and may
16be appropriated only for the use of the Architect of the
17Capitol in the performance of his or her powers and duties. The
18Architect of the Capitol may seek private and public funds for
19deposit into the Capitol Restoration Trust Fund.
20    (a-5) The Capitol Restoration Trust Fund shall contain a
21separate account for the deposit of funds donated for the
22payment of expenses associated with the placement of a
23commemorative statue on the grounds of the State Capitol
24Building depicting Pope Leo XIV, as provided under Section

18A-60. The separate account may accept deposits from any
2source, whether private or public, and may be appropriated
3only for use by the Architect of the Capitol for expenses
4associated with the acquisition, placement, and maintenance of
5the commemorative statue authorized under subsection (a) of
6Section 8A-60. The Architect of the Capitol may seek private
7and public funds for deposit into the separate account of the
8Capitol Restoration Trust Fund established under this
9subsection (a-5).
10    (b) The Architect of the Capitol shall submit all budget
11requests to implement the master plan that relate to areas of
12the legislative complex other than the State Capitol Building
13to the Capitol Historic Preservation Board for review and
14comment. The Architect of the Capitol shall submit all budget
15requests to the Board of the Office of the Architect of the
16Capitol for approval.

19    Sec. 8A-60. Pope Leo XIV statue.
20    (a) The Architect of the Capitol, at the direction of the
21Board of the Office of the Architect of the Capitol and in
22collaboration with the interfaith community of this State,
23shall provide for the acquisition and placement of a statue on
24the grounds of the State Capitol Building depicting Pope Leo
25XIV. The Architect of the Capitol may provide for the design

1and fabrication of the statue, or may otherwise acquire, using
2funds collected for such purpose or a statue donated to the
3Office of the Architect of the Capitol, a suitable statue for
4placement under this Section.
5    (b) The Architect of the Capitol, at the direction of the
6Board of the Office of the Architect of the Capitol, shall take
7actions necessary to provide for the placement and unveiling
8of the statue authorized under this Section within a
9reasonable period of time after the effective date of this
10amendatory Act of the 104th General Assembly. Prior to the
11placement of the statue on the grounds of the Capitol, the
12Architect of the Capitol shall issue a report detailing his or
13her actions in acquiring and placing the statue specified
14under this subsection (b). The report shall be delivered to
15the Governor and the General Assembly.".
