| 2 | | AMENDMENT NO. ______. Amend House Bill 2083 by replacing |
| 3 | | everything after the enacting clause with the following: |
| 4 | | "Section 1. This Act may be referred to as the Pope Leo XIV |
| 5 | | Commemorative Statue Act. |
| 6 | | Section 5. Findings. The General Assembly finds and |
| 7 | | declares the following: |
| 8 | | (1) Pope Leo XIV, the first American to serve as the |
| 9 | | Bishop of Rome and the leader of the Roman Catholic |
| 10 | | Church, holds a significant place in American and world |
| 11 | | history. |
| 12 | | (2) Pope Leo XIV's leadership, values, and commitment |
| 13 | | to peace, human dignity, and interfaith dialogue have |
| 14 | | inspired millions of people across the United States and |
| 15 | | around the world. |
| 16 | | (3) Pope Leo XIV's American heritage represents a |

| 1 | | milestone for the role of American Roman Catholics in |
| 2 | | global religious and humanitarian efforts. |
| 3 | | (4) The State of Illinois recognizes the cultural, |
| 4 | | spiritual, and historical significance of Pope Leo XIV's |
| 5 | | papacy and seeks to honor his legacy in a lasting and |
| 6 | | visible way. |
| 7 | | Section 10. The Legislative Commission Reorganization Act |
| 8 | | of 1984 is amended by changing Section 8A-35 and by adding |
| 9 | | Section 8A-60 as follows: |
| 10 | | (25 ILCS 130/8A-35) |
| 11 | | Sec. 8A-35. Capitol Restoration Trust Fund; |
| 12 | | appropriations. |
| 13 | | (a) The Capitol Restoration Trust Fund is created as a |
| 14 | | special fund within the State treasury. The Fund may accept |
| 15 | | deposits from any source, whether private or public, and may |
| 16 | | be appropriated only for the use of the Architect of the |
| 17 | | Capitol in the performance of his or her powers and duties. The |
| 18 | | Architect of the Capitol may seek private and public funds for |
| 19 | | deposit into the Capitol Restoration Trust Fund. |
| 20 | | (a-5) The Capitol Restoration Trust Fund shall contain a |
| 21 | | separate account for the deposit of funds donated for the |
| 22 | | payment of expenses associated with the placement of a |
| 23 | | commemorative statue on the grounds of the State Capitol |
| 24 | | Building depicting Pope Leo XIV, as provided under Section |

| 1 | | 8A-60. The separate account may accept deposits from any |
| 2 | | source, whether private or public, and may be appropriated |
| 3 | | only for use by the Architect of the Capitol for expenses |
| 4 | | associated with the acquisition, placement, and maintenance of |
| 5 | | the commemorative statue authorized under subsection (a) of |
| 6 | | Section 8A-60. The Architect of the Capitol may seek private |
| 7 | | and public funds for deposit into the separate account of the |
| 8 | | Capitol Restoration Trust Fund established under this |
| 9 | | subsection (a-5). |
| 10 | | (b) The Architect of the Capitol shall submit all budget |
| 11 | | requests to implement the master plan that relate to areas of |
| 12 | | the legislative complex other than the State Capitol Building |
| 13 | | to the Capitol Historic Preservation Board for review and |
| 14 | | comment. The Architect of the Capitol shall submit all budget |
| 15 | | requests to the Board of the Office of the Architect of the |
| 16 | | Capitol for approval. |

| 19 | | Sec. 8A-60. Pope Leo XIV statue. |
| 20 | | (a) The Architect of the Capitol, at the direction of the |
| 21 | | Board of the Office of the Architect of the Capitol and in |
| 22 | | collaboration with the interfaith community of this State, |
| 23 | | shall provide for the acquisition and placement of a statue on |
| 24 | | the grounds of the State Capitol Building depicting Pope Leo |
| 25 | | XIV. The Architect of the Capitol may provide for the design |

| 1 | | and fabrication of the statue, or may otherwise acquire, using |
| 2 | | funds collected for such purpose or a statue donated to the |
| 3 | | Office of the Architect of the Capitol, a suitable statue for |
| 4 | | placement under this Section. |
| 5 | | (b) The Architect of the Capitol, at the direction of the |
| 6 | | Board of the Office of the Architect of the Capitol, shall take |
| 7 | | actions necessary to provide for the placement and unveiling |
| 8 | | of the statue authorized under this Section within a |
| 9 | | reasonable period of time after the effective date of this |
| 10 | | amendatory Act of the 104th General Assembly. Prior to the |
| 11 | | placement of the statue on the grounds of the Capitol, the |
| 12 | | Architect of the Capitol shall issue a report detailing his or |
| 13 | | her actions in acquiring and placing the statue specified |
| 14 | | under this subsection (b). The report shall be delivered to |
| 15 | | the Governor and the General Assembly.". |
