AMENDMENT TO HOUSE BILL 2083

2    AMENDMENT NO. ______. Amend House Bill 2083 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. This Act may be referred to as the Pope Leo XIV
5Commemorative Statue Act.
 
6    Section 5. Findings. The General Assembly finds and
7declares the following:
8        (1) Pope Leo XIV, the first American to serve as the
9    Bishop of Rome and the leader of the Roman Catholic
10    Church, holds a significant place in American and world
11    history.
12        (2) Pope Leo XIV's leadership, values, and commitment
13    to peace, human dignity, and interfaith dialogue have
14    inspired millions of people across the United States and
15    around the world.
16        (3) Pope Leo XIV's American heritage represents a

1    milestone for the role of American Roman Catholics in
2    global religious and humanitarian efforts.
3        (4) The State of Illinois recognizes the cultural,
4    spiritual, and historical significance of Pope Leo XIV's
5    papacy and seeks to honor his legacy in a lasting and
6    visible way.
 
7    Section 10. The Legislative Commission Reorganization Act
8of 1984 is amended by adding Section 8A-60 as follows:
 
9    (25 ILCS 130/8A-60 new)
10    Sec. 8A-60. Pope Leo XIV commemorative statue.
11    (a) The Architect of the Capitol, at the direction of the
12Board of the Office of the Architect of the Capitol and in
13collaboration with the interfaith community of this State,
14shall provide for the acquisition and placement of a statue on
15the grounds of the State Capitol Building depicting Pope Leo
16XIV. The Architect of the Capitol may provide for the design
17and fabrication of the statue, or may otherwise acquire, using
18funds collected for such purpose or a statue donated to the
19Office of the Architect of the Capitol, a suitable statue for
20placement under this Section.
21    (b) The Architect of the Capitol, at the direction of the
22Board of the Office of the Architect of the Capitol, shall take
23actions necessary to provide for the placement and unveiling
24of the statue authorized under this Section within a

1reasonable period of time after the effective date of this
2amendatory Act of the 104th General Assembly. Prior to the
3placement of the statue on the grounds of the Capitol, the
4Architect of the Capitol shall issue a report detailing his or
5her actions in acquiring and placing the statue specified
6under this subsection (b). The report shall be delivered to
7the Governor and the General Assembly.
8    (c) The Pope Leo XIV Commemoration Fund is created as a
9special fund in the State treasury. Moneys deposited into the
10Fund shall, subject to appropriation, be used by the Architect
11of the Capitol for construction of the statue on the grounds of
12the State Capitol Building depicting Pope Leo XIV. The Fund
13may accept deposits from any source, whether private or
14public, and may be appropriated only for use by the Architect
15of the Capitol for expenses associated with the acquisition,
16placement, and maintenance of the statue authorized under this
17Section. The Architect of the Capitol may seek private and
18public funds for deposit into the Pope Leo XIV Commemoration
19Fund established under this subsection.
 
20    Section 15. The State Finance Act is amended by adding
21Section 5.1030 as follows:

23    Sec. 5.1030. The Pope Leo XIV Commemoration Fund.

1    Section 20. The Illinois Vehicle Code is amended by adding
2Section 3-699.26 as follows:
 
3    (625 ILCS 5/3-699.26 new)
4    Sec. 3-699.26. Pope Leo XIV Commemorative License Plate.
5    (a) The Secretary, upon receipt of an application made in
6the form prescribed by the Secretary of State, may issue
7special registration plates designated to be Pope Leo XIV
8Commemorative license plates. The special plates issued under
9this Section shall be affixed only to passenger vehicles of
10the first division, motorcycles having an engine over 150cc,
11motor vehicles of the second division weighing not more than
128,000 pounds, or recreational vehicles as defined in Section
131-169 of this Code, and subject to the staggered registration
14system. Plates issued under this Section shall expire
15according to the multi-year procedure established by Section
163-414.1 of this Code.
17    (b) The design and color of the plates shall be wholly
18within the discretion of the Secretary of State. The Secretary
19of State may, in his or her discretion, allow the plates to be
20issued as vanity plates or personalized in accordance with
21Section 3-405.1 of this Code. The plates are not required to
22designate "Land of Lincoln", as prescribed in subsection (b)
23of Section 3-412 of this Code. The Secretary of State shall
24prescribe stickers or decals as provided under Section 3-412.
25    (c) An applicant shall be charged a $27 fee for original

1issuance in addition to the applicable registration fee. Of
2this additional fee, $15 shall be deposited into the Secretary
3of State Special License Plate Fund and $12 shall be deposited
4into the Pope Leo XIV Commemoration Fund. For each
5registration renewal period, a $17 fee, in addition to the
6appropriate registration fee, shall be charged. Of this fee,
7$2 shall be deposited into the Secretary of State Special
8License Plate Fund and $15 shall be deposited into the Pope Leo
9XIV Commemoration Fund.".
