AMENDMENT TO HOUSE BILL 2083

AMENDMENT NO. ______. Amend House Bill 2083 by replacing everything after the enacting clause with the following:

"Section 1. This Act may be referred to as the Pope Leo XIV Commemorative Statue Act.

Section 5. Findings. The General Assembly finds and declares the following:

(1) Pope Leo XIV, the first American to serve as the Bishop of Rome and the leader of the Roman Catholic Church, holds a significant place in American and world history.

(2) Pope Leo XIV's leadership, values, and commitment to peace, human dignity, and interfaith dialogue have inspired millions of people across the United States and around the world.

(3) Pope Leo XIV's American heritage represents a milestone for the role of American Roman Catholics in global religious and humanitarian efforts.

(4) The State of Illinois recognizes the cultural, spiritual, and historical significance of Pope Leo XIV's papacy and seeks to honor his legacy in a lasting and visible way.

Section 10. The Legislative Commission Reorganization Act of 1984 is amended by adding Section 8A-60 as follows:

Sec. 8A-60. Pope Leo XIV commemorative statue.

(a) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol and in collaboration with the interfaith community of this State, shall provide for the acquisition and placement of a statue on the grounds of the State Capitol Building depicting Pope Leo XIV. The Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement under this Section.

(b) The Architect of the Capitol, at the direction of the Board of the Office of the Architect of the Capitol, shall take actions necessary to provide for the placement and unveiling of the statue authorized under this Section within a reasonable period of time after the effective date of this amendatory Act of the 104th General Assembly. Prior to the placement of the statue on the grounds of the Capitol, the Architect of the Capitol shall issue a report detailing his or her actions in acquiring and placing the statue specified under this subsection (b). The report shall be delivered to the Governor and the General Assembly.

(c) The Pope Leo XIV Commemoration Fund is created as a special fund in the State treasury. Moneys deposited into the Fund shall, subject to appropriation, be used by the Architect of the Capitol for construction of the statue on the grounds of the State Capitol Building depicting Pope Leo XIV. The Fund may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue authorized under this Section. The Architect of the Capitol may seek private and public funds for deposit into the Pope Leo XIV Commemoration Fund established under this subsection.

Section 15. The State Finance Act is amended by adding Section 5.1030 as follows:

Section 20. The Illinois Vehicle Code is amended by adding Section 3-699.26 as follows:

Sec. 3-699.26. Pope Leo XIV Commemorative License Plate.

(a) The Secretary, upon receipt of an application made in the form prescribed by the Secretary of State, may issue special registration plates designated to be Pope Leo XIV Commemorative license plates. The special plates issued under this Section shall be affixed only to passenger vehicles of the first division, motorcycles having an engine over 150cc, motor vehicles of the second division weighing not more than 8,000 pounds, or recreational vehicles as defined in Section 1-169 of this Code, and subject to the staggered registration system. Plates issued under this Section shall expire according to the multi-year procedure established by Section 3-414.1 of this Code.

(b) The design and color of the plates shall be wholly within the discretion of the Secretary of State. The Secretary of State may, in his or her discretion, allow the plates to be issued as vanity plates or personalized in accordance with Section 3-405.1 of this Code. The plates are not required to designate "Land of Lincoln", as prescribed in subsection (b) of Section 3-412 of this Code. The Secretary of State shall prescribe stickers or decals as provided under Section 3-412.

(c) An applicant shall be charged a $27 fee for original issuance in addition to the applicable registration fee. Of this additional fee, $15 shall be deposited into the Secretary of State Special License Plate Fund and $12 shall be deposited into the Pope Leo XIV Commemoration Fund. For each registration renewal period, a $17 fee, in addition to the appropriate registration fee, shall be charged. Of this fee, $2 shall be deposited into the Secretary of State Special License Plate Fund and $15 shall be deposited into the Pope Leo XIV Commemoration Fund.".
