| 3 | | (c) When awarding grants, the Board shall prioritize: |
| 4 | | (1) grants that will be used in underserved areas and |
| 5 | | areas experiencing the most need to hire, retain, or hire |
| 6 | | and retain law enforcement officers, county correctional |
| 7 | | officers, and public safety telecommunicators in |
| 8 | | underserved areas and areas experiencing the most need; |
| 9 | | (2) achieving demographic and geographic diversity of |
| 10 | | law enforcement officers that are recruited or hired by |
| 11 | | applicants that are awarded grants; |
| 12 | | (3) maximizing the effects of moneys spent on the |
| 13 | | actual recruitment and retention of law enforcement |
| 14 | | officers, county correctional officers, and public safety |
| 15 | | telecommunicators; and |
| 16 | | (4) providing grants that can impact multiple |
| 17 | | employers. |
| 18 | | (d) Moneys received for the purposes of this Section, |
| 19 | | including, but not limited to, fee receipts, gifts, grants, |
| 20 | | and awards from any public or private entity, must be |
| 21 | | deposited into the Fund. Any interest earned on moneys in the |
| 22 | | Fund must be deposited into the Fund. |
| 23 | | (e) The Illinois Law Enforcement Training Standards Board |
| 24 | | may, by rule, set requirements for the distribution of grant |
| 25 | | moneys and determine which entities are eligible. |

| 1 | | shall consider compliance with the Uniform Crime Reporting Act |
| 2 | | as a factor in awarding grant moneys. |
| 3 | | (g) As used in this Section, "qualified nonprofit entity" |
| 4 | | means a nonprofit entity, as defined by the Board by rule, that |
| 5 | | has established experience in recruitment and retention of law |
| 6 | | enforcement officers in Illinois. |
