| 1 | AMENDMENT TO HOUSE BILL 2333 | ||||||
| 2 | AMENDMENT NO. ______. Amend House Bill 2333 on page 1, | ||||||
| 3 | immediately below line 13, by inserting the following: | ||||||
| 4 | "Section 7. The State Comptroller Act is amended by | ||||||
| 5 | changing Section 13.1 as follows: | ||||||
| 6 | (15 ILCS 405/13.1) (from Ch. 15, par. 213.1) | ||||||
| 7 | Sec. 13.1. Compliance with State Employment Records Act. | ||||||
| 8 | The Comptroller, for the purpose of facilitating an accurate | ||||||
| 9 | compilation of the entire State work force as defined and | ||||||
| 10 | required by the State Employment Records Act, shall report, on | ||||||
| 11 | the Comptroller's website, payroll information as permitted | ||||||
| 12 | under this Act. on a fiscal year basis, the total number of | ||||||
| 13 | payroll warrants drawn for the payment of salaries for State | ||||||
| 14 | employees, including contractual payroll system CO-2 vouchers | ||||||
| 15 | (or their administrative equivalent) or any other information | ||||||
| 16 | necessary to comply with that Act. The State Employment | ||||||

| 1 | Records (SER) report shall be maintained and kept on file as | ||||||
| 2 | public information within the Office of the Comptroller. | ||||||
| 3 | The total number of payroll warrants drawn by the Board of | ||||||
| 4 | Trustees of the University of Illinois, the Board of Trustees | ||||||
| 5 | of Southern Illinois University, the Board of Governors of | ||||||
| 6 | State Colleges and Universities, the Board of Regents and all | ||||||
| 7 | educational institutions governed by those boards to be paid | ||||||
| 8 | from funds retained in their own treasuries shall be filed | ||||||
| 9 | with the Office of the Secretary of State by the respective | ||||||
| 10 | boards and educational institutions in the same manner. | ||||||
| 11 | Multiple payroll warrants issued to the same person shall | ||||||
| 12 | be noted with multiple warrants counted and reported as one | ||||||
| 13 | payroll warrant count for the purposes of the State Employment | ||||||
| 14 | Records Act. The total State remuneration to persons paid by | ||||||
| 15 | multiple payroll warrants or, if applicable, contractual | ||||||
| 16 | payroll system CO-2 vouchers, or both, shall be reported | ||||||
| 17 | separately by agency. | ||||||
