AMENDMENT TO HOUSE BILL 2351

2    AMENDMENT NO. ______. Amend House Bill 2351 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. This Act may be referred to as the Expanding
5Medical Residency Opportunities in Illinois Law.
 
6    Section 3. Findings. The General Assembly finds that:
7        (1) there is a significant shortage of physicians in
8    rural and underserved areas throughout the State; and
9        (2) supporting the development of a greater supply of
10    physicians to serve in rural and underserved areas in the
11    State by expanding residency training opportunities is of
12    great importance, and the establishment of a program to
13    achieve this purpose is a desirable, necessary, and
14    economical method of increasing the number of physicians
15    to provide needed medical services to the people of this
16    State.

1    Section 5. The Comprehensive Healthcare Workforce Planning
2Act is amended by adding Sections 30 and 35 as follows:
 
3    (20 ILCS 2325/30 new)
4    Sec. 30. Healthcare workforce planning. The Council shall
5coordinate the State's health workforce education and training
6to develop a health workforce that meets the State's health
7care needs. The Council shall work with graduate medical
8education and training programs, health professions,
9including, but not limited to, specialties for primary care
10and behavioral health, and consumer representatives to:
11        (1) develop graduate medical education and workforce
12    training and development priorities for the State;
13        (2) discuss and make recommendations regarding the use
14    of health care education and training funds appropriated
15    by the General Assembly;
16        (3) develop standards and guidelines for residency and
17    health professions education and training programs;
18        (4) review outcomes data from funded programs, as
19    provided to the Council by the Department, to reprioritize
20    and reassess the graduate medical education and health
21    professions education and training needs of communities;
22        (5) explore options for developing a broad graduate
23    medical education and health professions education and
24    training funding strategy;

1        (6) advocate for additional funds and additional
2    sources of funds to stimulate expansion of graduate
3    medical education and health professions education and
4    training in the State;
5        (7) provide technical assistance and support for
6    establishing new graduate medical education and health
7    professions education and training programs in the State;
8    and
9        (8) review and recommend health professions career
10    pathways or ladders.
11    The Council shall give primary consideration to increasing
12workforce diversity and furthering improved access, quality,
13and equity of health care for underserved or underrepresented
14populations.
 
15    (20 ILCS 2325/35 new)
16    Sec. 35. Medical residencies; program.
17    (a) The Council shall establish a program to provide:
18        (1) funding for medical residency positions that are
19    not funded by the federal Centers for Medicare and
20    Medicaid Services or other established funding source;
21        (2) technical assistance for entities that wish to
22    establish a residency program, including, but not limited
23    to, entities that are not licensed hospitals or federally
24    qualified health centers; and
25        (3) startup funding for entities that wish to

1    establish a residency program.
2    (b) The Council shall establish an application process for
3an entity seeking funding. The application and contract
4criteria shall be based on health care workforce needs and
5priorities. When funding new medical residency positions,
6priority shall be given to programs that strive to:
7        (1) graduate individuals who practice in medically
8    underserved areas in the State; and
9        (2) locate the positions' main training site in a
10    medically underserved area.
11    (c) An entity receiving funding under the program shall
12provide any information requested by the Council that the
13Council determines is necessary to administer this Section.
14    (d) Funds shall be awarded to those institutions that best
15demonstrate the ability to provide quality training and to
16retain residents in specific areas of the State where there is
17a recognized unmet priority need for physicians.
18    (e) The Medical Residency Fund is created as a special
19fund in the State treasury. The Council shall deposit into the
20Fund moneys appropriated or received as gifts. All moneys in
21the Fund shall be used by the Council, subject to
22appropriation, to expand graduate medical residency
23opportunities in the State and maximize the delivery of
24medical care and physician services to specific areas of the
25State where there is a recognized unmet priority need for
26medical care and physician services pursuant to this Section.

1    Section 10. The State Finance Act is amended by adding
2Section 5.1030 as follows:
 
3    (30 ILCS 105/5.1030 new)
4    Sec. 5.1030. The Medical Residency Fund.".
