AMENDMENT TO HOUSE BILL 2376

2    AMENDMENT NO. ______. Amend House Bill 2376 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Election Code is amended by adding Section
51A-70 as follows:
 
6    (10 ILCS 5/1A-70 new)
7    Sec. 1A-70. Lake County Consolidated Elections Pilot
8Program.
9    (a) The County Clerk of Lake County shall create the Lake
10County Consolidated Elections Pilot Program. Beginning on
11January 1, 2027, the County Clerk of Lake County shall absorb
12the duties of local election officials for consolidated
13elections in Lake County other than elections for State or
14federal office. For any election subject to the Pilot Program,
15the County Clerk of Lake County shall have the following
16duties:

1        (1) to distribute election documents, including, but
2    not limited to, petition packets;
3        (2) to serve as a location for individuals to file
4    statements of candidacy, nominating papers, petitions for
5    nomination, objections to nominating papers, and
6    certificates of withdrawal of candidacy; and
7        (3) to hear and pass on any objections to the
8    nominations of candidates and questions of public policy
9    that would otherwise be heard by the municipal officers
10    electoral board, the township officers electoral board, or
11    the education officers electoral board, as described in
12    Section 10-9 of the Election Code.
13    (b) On or before December 31, 2036, the County Clerk of
14Lake County, in collaboration with the State Board of
15Elections, shall submit a report to the General Assembly. The
16report shall include an analysis of the effectiveness of the
17Pilot Program and any recommendations, including whether
18similar policies should be adopted statewide.
19    (c) The State Board of Elections may adopt any rules
20necessary to assist the County Clerk of Lake County in
21implementing this Section.
22    (d) This Section is repealed on January 1, 2037.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
