AMENDMENT TO HOUSE BILL 2419 

2    AMENDMENT NO. ______. Amend House Bill 2419 on page 2, 
3line 15, by deleting "vehicle emissions and"; and
 
4on page 3, by deleting lines 8 through 15; and
 
5on page 6, immediately below line 23, by inserting the 
6following:
7    "(d-5) The county board of the county or governing body of 
8the municipality shall conduct the hearing required under 
9subsection (d) in a manner that is accessible to the public, 
10including, but not limited to, individuals with disabilities 
11and individuals who are not native speakers of English. Upon 
12completion of the hearing, the county board of the county or 
13the governing body of the municipality shall certify 
14compliance with the requirements of this subsection as a part 
15of the written record of the hearing. The inclusion of the 
16certification described in this subsection in the written

1record of the hearing shall constitute prima facie evidence of 
2compliance with the requirements of this subsection, and an 
3allegation or claim of noncompliance with this subsection 
4shall not serve as the basis for an appeal of siting approval 
5under Section 40.1."; and
 
6on page 11, by replacing line 9 with "facilities, including 
7studies of the emissions associated with traffic."; and
 
8by deleting line 9 on page 12 through line 7 on page 15.
