AMENDMENT TO HOUSE BILL 2581

2    AMENDMENT NO. ______. Amend House Bill 2581 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unified Code of Corrections is amended by
5adding Section 3-2-15 as follows:
 
6    (730 ILCS 5/3-2-15 new)
7    Sec. 3-2-15. Department of Corrections; report of
8contraband. The Department of Corrections shall annually
9collect and publish on its website the following data:
10    (1) contraband:
11        (A) identified by facility;
12        (B) identified by the place in the facility where the
13    contraband was found, such as cell, visiting room, and
14    correctional employee dining facility;
15        (C) method of entrance to the facility, such as
16    correctional employee entrance, visitor entrance, vendor

1    entrance, delivery person entrance, mail delivery,
2    attorney visit, and other entrances to the facility;
3        (D) searches of persons and vehicles entering the
4    facility and searches based on tips or intelligence;
5        (E) type of contraband:
6            (i) drugs: specified by type or kind:
7                (I) item tested;
8                (II) test used;
9                (III) test results;
10            (ii) phones;
11            (iii) weapons;
12            (iv) other contraband; and
13        (F) disciplinary tickets and consequences due to
14    possession of or attempt to procure contraband:
15            (i) by facility;
16            (ii) by person (correctional employee or committed
17        person)
18            (iii) findings from disciplinary proceedings;
19            (iv) punishment and consequences imposed;
20    (2) substance use disorder treatment or educational
21programming data by facility:
22        (A) available treatment programs;
23        (B) available group programs such as Narcotics
24    Anonymous and Alcoholics Anonymous;
25        (C) number of participants; and
26        (D) number of committed persons on waitlist;

1    (3) use of naloxone:
2        (A) recorded each use by facility;
3        (B) by person, either a correctional employee or
4    committed person, who received naloxone, not the person
5    administering naloxone;
6        (C) reason for administration of naloxone (symptoms
7    and signs indicating need for use); and
8        (D) outcomes (revived or not);
9    (3) emergency medical response and hospitalizations:
10        (A) by facility;
11        (B) for what reason; and
12        (C) outcomes (transported by ambulance, seen and
13    discharged, admitted, deceased); and
14    (4) overdoses:
15        (A) identified by facility, medical staff, and outside
16    medical professionals;
17        (B) tracked by medical diagnosis or cause of death;
18        (C) by facility; and
19        (D) by person (correctional employee and committed
20    person).".
