1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by
5adding Section 11-6.1.5 as follows:
 
6    (65 ILCS 5/11-6.1.5 new)
7    Sec. 11-6.1.5. Minimum funding requirements for
8ambulances, fire engines, and other vehicles used to provide
9emergency services. A municipality with a population of more
10than 500,000 must set aside, in a dedicated account, 10% of the
11funds the municipality receives from an insurer on account of
12ambulance or fire services provided by the municipality. The
13municipality may only use the funds in the dedicated account
14for purchasing and maintaining ambulances, fire engines, and
15other vehicles used to provide emergency services. These funds
16are in addition to and may not be used to replace existing
17funds for purchasing and maintaining these vehicles.
18    A home rule unit may not regulate the minimum funding
19requirement for emergency vehicles in a manner inconsistent
20with the regulation by the State under this Section. This
21paragraph is a limitation under subsection (i) of Section 6 of
22Article VII of the Illinois Constitution on the concurrent
23exercise by home rule units of powers and functions exercised
