| Amends the Illinois Income Tax Act. Creates the Illinois Youth and Government Fund. Provides that moneys in the Illinois Youth and Government Fund shall be used by the Department of Commerce and Economic Opportunity to make grants to support the Illinois YMCA Youth and Government program. Creates an income tax checkoff for contributions to the Illinois Youth and Government Fund. Amends the State Finance Act to make conforming changes. Effective immediately. |

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Income Tax Act is amended by |
| 5 | | adding Section 507MMM as follows:
|

| 7 | | Sec. 507MMM. Illinois Youth and Government checkoff. |
| 8 | | (a) The Illinois Youth and Government Fund is hereby |
| 9 | | created as a special fund in the State treasury. Moneys in the |
| 10 | | Fund shall be used by the Department of Commerce and Economic |
| 11 | | Opportunity to make grants to support the Illinois YMCA Youth |
| 12 | | and Government program. |
| 13 | | (b) For taxable years ending on or after December 31, |
| 14 | | 2025, the Department must print on its standard individual |
| 15 | | income tax form a provision (i) indicating that if the |
| 16 | | taxpayer wishes to contribute to the Illinois Youth and |
| 17 | | Government Fund, he or she may do so by stating the amount of |
| 18 | | the contribution (not less than $1) on the return and (ii) |
| 19 | | stating that the contribution will reduce the taxpayer's |
| 20 | | refund or increase the amount of payment to accompany the |
| 21 | | return. Failure to remit any amount of increased payment shall |
| 22 | | reduce the contribution accordingly. This Section does not |
| 23 | | apply to any amended return.
