| 3 | | by replacing everything after the enacting clause with the |

| 5 | | "Section 5. The Consumer Fraud and Deceptive Business |
| 6 | | Practices Act is amended by adding Section 2HHHH as follows:

| 7 | | (815 ILCS 505/2HHHH new) |
| 8 | | Sec. 2HHHH. Prohibit fees for alternative payment and |
| 9 | | document delivery methods. |
| 10 | | (a) It is an unlawful practice within the meaning of this |
| 11 | | Act for any person to charge a consumer an additional fee or |
| 12 | | surcharge to mail a monthly invoice or statement to the |
| 13 | | consumer's address. |
| 14 | | (b) Nothing in this Section shall prohibit a business from |
| 15 | | offering a discount to a consumer for enrolling in electronic |
| 16 | | or paperless services or an automatic payment program.". |
