AMENDMENT TO HOUSE BILL 3268

2    AMENDMENT NO. ______. Amend House Bill 3268 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Child Care Act of 1969 is amended by adding
5Section 6.5 as follows:
 
6    (225 ILCS 10/6.5 new)
7    Sec. 6.5. Qualifications for early childhood teachers.
8    (a) Until June 30, 2030, a licensed day care center may
9hire an individual who is in the process of completing the
10educational requirements set forth in 89 Ill. Adm. Code
11407.140(c) as an Interim Conditional Early Childhood Teacher
12for a period of 18 months. An individual hired pursuant to this
13Section shall provide documentation that shows that the
14individual is enrolled in courses that meet the requirements
15set forth in 89 Ill. Adm. Code 407.140(c). The individual
16shall be enrolled in an accredited college or university or an

1approved credentialing program, and the required courses may
2include online courses.
3    (b) During the 18-month employment period, an Interim
4Conditional Early Childhood Teacher with any of the following
5qualifications is exempt from the educational requirements set
6forth in 89 Ill. Adm. Code 407.140(c):
7        (1) At least 60 semester hours or 90 quarter hours of
8    credits from an accredited college or university without 6
9    semester hours or 9 quarter hours in courses related
10    directly to child care or child development from birth to
11    age 6. A person who qualifies under this paragraph (1)
12    shall obtain the 6 semester hours or 9 quarter hours
13    during the prescribed 18-month period.
14        (2) At least one year or 1,560 clock hours of child
15    development experience in a nursery school, kindergarten,
16    or licensed day care center and at least 30 semester hours
17    or 45 quarter hours of credits from an accredited college
18    or university without the 6 semester hours or 9 quarter
19    hours in courses related directly to child care or child
20    development from birth to age 6. A person who qualifies
21    under this paragraph (2) shall obtain the 6 semester hours
22    or 9 quarter hours during the prescribed 18-month period.
23        (3) Employment with the program for at least one year
24    or 1,560 clock hours, progress toward the completion of a
25    Department-approved credentialing program, and completion
26    of a Gateways to Opportunity Level I Credential. A person

1    who qualifies under this paragraph (3) may obtain the
2    Gateways to Opportunity Level I Credential during the
3    18-month period. The credentialing program shall be
4    approved by the Department in accordance with 89 Ill. Adm.
5    Code 407.Appendix G.".
