AMENDMENT TO HOUSE BILL 3268

2    AMENDMENT NO. ______. Amend House Bill 3268 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Child Care Act of 1969 is amended by adding
5Section 6.5 as follows:
 
6    (225 ILCS 10/6.5 new)
7    Sec. 6.5. Qualifications for early childhood teachers.
8    (a) Until June 30, 2030, a licensed day care center may
9hire an individual who is in the process of completing the
10educational requirements set forth in 89 Ill. Adm. Code
11407.140(c) as an Interim Conditional Early Childhood Teacher.
12An individual hired pursuant to this Section shall provide
13documentation that shows that the individual has completed the
14Gateways to Opportunity Level 1 Credential and is enrolled in
15courses that meet the requirements set forth in 89 Ill. Adm.
16Code 407.140(c). The individual shall be enrolled in an

1accredited college or university or an approved credentialing
2program, and the required courses may include online courses.
3    (b) An Interim Conditional Early Childhood Teacher with
4any of the following qualifications is exempt from the
5educational requirements set forth in 89 Ill. Adm. Code
6407.140(c):
7        (1) At least one year or 1,560 clock hours of child
8    development experience in a nursery school, kindergarten,
9    or licensed day care center and at least 30 semester hours
10    or 45 quarter hours of credits from an accredited college
11    or university with 3 semester hours or 4.5 quarter hours
12    in courses related directly to child care or child
13    development from birth to age 6. A person who qualifies
14    under this paragraph (1) shall obtain the remaining 3
15    semester hours or 4.5 quarter hours during the following
16    12-month period.
17        (2) At least 2 years or 3,120 clock hours of child
18    development experience in a nursery school, kindergarten,
19    or licensed day care center and at least 30 semester hours
20    or 45 quarter hours of credits from an accredited college
21    or university without the 6 semester hours or 9 quarter
22    hours in courses related directly to child care or child
23    development from birth to age 6. A person who qualifies
24    under this paragraph (2) shall obtain the 6 semester hours
25    or 9 quarter hours during the following 12-month period.
26        (3) Employment with the program for at least one year

1    or 1,560 clock hours and progress toward the completion of
2    a Department-approved credentialing program in accordance
3    with 89 Ill. Adm. Code 407.Appendix G. A person who
4    qualifies under this paragraph (3) shall complete the
5    Department-approved credentialing program during the
6    following 18-month period.
7    (c) Interim Conditional Early Childhood Teachers shall not
8make up more than 40% of the total teachers employed by a
9licensed day care center.
10    (d) Supervision of an Interim Conditional Early Childhood
11Teacher shall be provided by the director of the day care
12center.
13    (e) To be hired as an Interim Conditional Early Childhood
14Teacher under the qualifications set forth in subsection (b),
15an individual must have accumulated the necessary clock hours
16at a State-licensed day care center.
17    (f) After an Interim Conditional Early Childhood Teacher
18reaches the end of the interim conditional employment period,
19the director of the day care center shall submit documentation
20to the Department or the Department of Early Childhood,
21whichever is applicable, demonstrating that the individual
22meets the requirements set forth in 89 Ill. Adm. Code
23407.140(c).".
