AMENDMENT TO HOUSE BILL 3275

2    AMENDMENT NO. ______. Amend House Bill 3275 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Interscholastic Athletic Organization Act
5is amended by adding Section 1.12 as follows:
 
6    (105 ILCS 25/1.12 new)
7    Sec. 1.12. Mandatory certification in CPR, first aid, and
8use of an AED. An association or other entity that has as one
9of its purposes promoting, sponsoring, regulating, or in any
10manner providing for interscholastic athletics or any form of
11athletic competition among schools and students within this
12State shall require all paid school head coaches or chief
13sponsors of the activity to obtain and maintain certification
14in cardiopulmonary resuscitation (CPR), first aid, and the use
15of an automatic external defibrillator (AED). Certification in
16CPR and AED use shall be consistent with national,

1evidence-based, emergency cardiovascular care guidelines.
 
2    Section 10. The School Safety Drill Act is amended by
3changing Section 60 as follows:
 
4    (105 ILCS 128/60)
5    Sec. 60. Cardiac emergency response plan.
6    (a) A school district and a private school shall develop a
7cardiac emergency response plan (CERP) in place in accordance
8with guidelines set forth by either the American Heart
9Association, Project ADAM, or other nationally recognized,
10evidence-based standards that addresses the appropriate
11response to incidents involving an individual experiencing
12sudden cardiac arrest or a similar life-threatening emergency
13while at a school or at a school-sponsored activity or event.
14The plan must be distributed to all teachers, administrators,
15school support personnel, coaches, and other school staff
16identified by school administrators at each school.
17    (b) A cardiac emergency response plan shall include, but
18is not limited to, the following:
19        (1) Procedures to follow in the event of a cardiac
20    emergency while on school premises at a school.
21        (2) A listing of every automated external
22    defibrillator (AED) that is present. Each automated
23    external defibrillator shall be and clearly marked,
24    maintained as recommended by the manufacturer, and or

1    easily accessible at school athletic venues and events and
2    at school and the maintenance schedule for the automated
3    external defibrillator. The automated external
4    defibrillators shall be installed in accordance with the
5    Physical Fitness Facility Medical Emergency Preparedness
6    Act, guidelines from the American Heart Association, or
7    other nationally recognized guidelines focused on
8    emergency cardiovascular care.
9        (3) Training on symptoms and warning signs of sudden
10    cardiac arrest, Information on hands-only cardiopulmonary
11    resuscitation, and use of automated external
12    defibrillators to teachers, administrators, coaches,
13    assistant coaches, and other school staff identified by
14    school administrators, in accordance with Section 3 of the
15    Critical Health Problems and Comprehensive Health
16    Education Act.
17        (4) Establishing a cardiac emergency response team
18    that is trained in cardiopulmonary resuscitation and the
19    use of an AED consistent with national evidence-based,
20    emergency cardiovascular care guidelines.
21        (5) The use of annual cardiac response drills to
22    practice the steps established in the cardiac emergency
23    response plan, in partnership with local emergency medical
24    services. Cardiac response drills may be conducted without
25    student participation.
