AMENDMENT TO HOUSE BILL 3275

2    AMENDMENT NO. ______. Amend House Bill 3275 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Interscholastic Athletic Organization Act
5is amended by adding Section 1.12 as follows:
 
6    (105 ILCS 25/1.12 new)
7    Sec. 1.12. Mandatory training in CPR, first aid, and use
8of an AED. An association or other entity that has as one of
9its purposes promoting, sponsoring, regulating, or in any
10manner providing for interscholastic athletics or any form of
11athletic competition among schools and students within this
12State shall require all paid school head coaches or chief
13sponsors of an activity to obtain training in cardiopulmonary
14resuscitation (CPR), first aid, and the use of an automated
15external defibrillator (AED). Training in CPR and AED use
16shall be consistent with national, evidence-based, emergency

1cardiovascular care guidelines and shall be completed every 2
2years.
 
3    Section 10. The School Safety Drill Act is amended by
4changing Section 60 as follows:
 
5    (105 ILCS 128/60)
6    Sec. 60. Cardiac emergency response plan.
7    (a) A school district and a private school shall develop a
8cardiac emergency response plan, in place in accordance with
9guidelines set forth by either (i) the American Heart
10Association or Project ADAM or (ii) other nationally
11recognized, evidence-based standards, that addresses the
12appropriate response to incidents involving an individual
13experiencing sudden cardiac arrest or a similar
14life-threatening emergency while at a school or at a
15school-sponsored activity or event. The plan must be
16distributed to all teachers, administrators, school support
17personnel, coaches, and other school staff identified by
18school administrators at each school.
19    (b) A cardiac emergency response plan shall include, but
20is not limited to, the following:
21        (1) Procedures to follow in the event of a cardiac
22    emergency while on school premises at a school.
23        (2) A listing of every automated external
24    defibrillator (AED) that is present. Each AED shall be and

1    clearly marked, maintained as recommended by the
2    manufacturer, and or easily accessible at school athletic
3    venues and events and at school and the maintenance
4    schedule for the automated external defibrillator. The
5    AEDs automated external defibrillators shall be installed
6    in accordance with the Physical Fitness Facility Medical
7    Emergency Preparedness Act, guidelines from the American
8    Heart Association, or other nationally recognized
9    guidelines focused on emergency cardiovascular care.
10        (3) Education on the symptoms and warning signs of
11    sudden cardiac arrest, Information on hands-only
12    cardiopulmonary resuscitation, and the use of AEDs for
13    automated external defibrillators to teachers,
14    administrators, coaches, assistant coaches, and other
15    school staff identified by school administrators, in
16    accordance with Section 22-115 of the School Code.
17    (c) Individuals shall be identified by a school district
18to serve on a cardiac emergency response plan team. Those
19individuals shall be trained in cardiopulmonary resuscitation
20and the use of an AED consistent with national,
21evidence-based, emergency cardiovascular care guidelines.
22    The cardiac emergency response plan team shall conduct an
23annual cardiac response drill to practice the steps
24established in the cardiac emergency response plan, which may
25be in partnership with local emergency medical services.
26Cardiac response drills may be conducted without student

1participation.
2    (d) A school district and its school board and each member
3of the school board, a private school and its governing body
4and each member of the governing body, an administrator,
5principal, teacher, or school employee, and any member of a
6school district's or private school's safety or crisis
7response team, whether the member is a student or an adult, are
8immune from any liability incurred through or caused by an act
9or omission related to the requirements of this Section,
10including any act or omission while carrying out any of the
11elements of a cardiac emergency response plan, as developed or
12implemented in accordance with this Section, or as a result of
13a failure to carry out any of the elements of the cardiac
14emergency response plan, unless the act or omission was
15willful or wanton.

17    Section 99. Effective date. This Act takes effect July 1,
