| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Municipal Code is amended by |
| 5 | | changing Section 11-80-3 as follows:

| 8 | | municipality may prevent and remove encroachments or |
| 9 | | obstructions, including, but not limited to, containers placed |

| 11 | | containing human waste, upon the streets, ditches, and other |
| 12 | | municipal property. |
