AMENDMENT TO HOUSE BILL 3446

2    AMENDMENT NO. ______. Amend House Bill 3446 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Child Care Act of 1969 is amended by adding
5Sections 9.1d, 9.1e, and 9.1f as follows:
 
6    (225 ILCS 10/9.1d new)
7    Sec. 9.1d. Public list of qualified courses.
8    (a) No later than January 1, 2027, the Department of Early
9Childhood shall publish and regularly update, at least once
10per year, a comprehensive list of college courses that qualify
11toward the attainment of the required qualifications for an
12early childhood teacher or director on its website.
13    (b) The Department of Early Childhood may, at its
14discretion, contract with a third party organization that is a
15recognized industry expert in early childhood development and
16child care employee credentialing to perform the duties

1required by this Section.
2    (c) The Department of Early Childhood may adopt rules to
3implement this Section.

5    Sec. 9.1e. Public list of qualified courses; qualification
6and impartial oversight review process.
7    (a) No later than January 1, 2027, as required under 89
8Ill. Adm. Code 407.130 and 407.140, the Department of Early
9Childhood shall create a process to verify courses that
10qualify toward the attainment of the required qualifications
11for an early childhood teacher and director in consultation
12with stakeholders, including, but not limited to, the Illinois
13Community College Board, the Board of Higher Education, and,
14until January 1, 2027, the Department of Children and Family
15Services.
16    (b) As part of the development of the process established
17under this Section, the Department of Early Childhood shall
18seek input and feedback from established child care provider
19advocacy organizations, Early Childhood Access Consortium for
20Equity member institutions, early child care and education
21advocates, early childhood program students, and other
22stakeholders.
23    (c) The process established under this Section shall
24include the following elements, which also shall be posted on
25the Department of Early Childhood's website:

1        (1) criteria for the inclusion of college courses
2    offered by State-based and out-of-state institutions on
3    the course list;
4        (2) criteria for the removal of courses from the
5    course list;
6        (3) a requirement that the removal of a course from
7    the course list shall not negatively impact any early
8    childhood teacher or director or early childhood teacher
9    or director applicant who has taken or is currently
10    enrolled in the course;
11        (4) a notification plan for (i) the distribution of
12    the course list and (ii) any updates to all licensed child
13    care centers in this State;
14        (5) an impartial oversight review process for courses
15    deemed ineligible for the attainment of the required
16    qualifications for an early childhood teacher or director;
17    and
18        (6) a process for establishing eligibility
19    requirements for college courses not on the course list.
20    (d) The Department of Early Childhood may, at its
21discretion, contract with a third party organization that is a
22recognized industry expert in the area of early childhood
23development and child care employee credentialing to perform
24the duties required by this Section.
25    (e) The Department of Early Childhood may adopt rules to
26implement this Section.

2    Sec. 9.1f. Public list of qualified courses; training for
3licensing representatives.
4    (a) Licensing representatives must be trained on the use
5of the course list established under Section 9.1e, the
6prohibitions for the course list, and the impartial oversight
7review process under Section 9.1e.
8    (b) The Department of Early Childhood may, at its
9discretion, contract with a third party organization that is a
10recognized industry expert in the area of early childhood
11development and child care employee credentialing to perform
12the duties required by this Section.
13    (c) The Department of Early Childhood may adopt rules to
14implement this Section.".
