AMENDMENT TO HOUSE BILL 3446

2    AMENDMENT NO. ______. Amend House Bill 3446 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Child Care Act of 1969 is amended by adding
5Sections 9.1d, 9.1e, and 9.1f as follows:
 
6    (225 ILCS 10/9.1d new)
7    Sec. 9.1d. Public list of qualified courses.
8    (a) No later than January 1, 2027, the Department of Early
9Childhood, in collaboration with the Community College Board,
10the Board of Higher Education, and the Department of Children
11and Family Services, shall publish and regularly update, at
12least once per year, a comprehensive list of college early
13childhood courses that qualify toward the attainment of the
14qualifications required under 89 Ill. Adm. Code 407.130 and
15407.140 for an early childhood teacher or director on its
16website.

1    (b) The Department of Early Childhood may adopt rules to
2implement this Section.
 
3    (225 ILCS 10/9.1e new)
4    Sec. 9.1e. Public list of qualified courses; qualification
5and impartial oversight review process.
6    (a) As used in this Section:
7    "Institution" means any publicly or privately operated
8university, college, or community college in this State that
9offers degrees or certificates in early childhood or related
10coursework or similar degrees or certificates beyond the
11secondary school level. "Institution" includes a public,
12private, non-profit, or for-profit university, college, or
13community college authorized by the Board of Higher Education
14or the Community College Board to offer degrees or
15certificates in early childhood or related coursework or
16similar degrees or certificates beyond the secondary school
17level online, via correspondence, or physically in this State
18to an individual in this State.
19    (b) No later than January 1, 2027, the Department of Early
20Childhood shall create a process to verify early childhood
21courses that qualify toward the attainment of the required
22qualifications under 89 Ill. Adm. Code 407.130 and 407.140 for
23an early childhood teacher and director in consultation with
24stakeholders, including, but not limited to, the Illinois
25Community College Board, the Board of Higher Education, and,

1until January 1, 2027, the Department of Children and Family
2Services.
3    (c) As part of the development of the process established
4under this Section, the Department of Early Childhood shall
5seek input and feedback from established child care providers,
6Early Childhood Access Consortium for Equity member
7institutions, early child care and education advocates, early
8childhood program students, and other stakeholders.
9    (d) The process established under this Section shall
10include the following elements, which also shall be posted on
11the Department of Early Childhood's website:
12        (1) criteria for the inclusion of college courses
13    offered by State-based and out-of-state institutions on
14    the course list;
15        (2) criteria for the removal of courses from the
16    course list;
17        (3) a requirement that the removal of a course from
18    the course list shall not negatively impact any early
19    childhood teacher or director or early childhood teacher
20    or director applicant who has taken or is currently
21    enrolled in the course;
22        (4) a notification plan for (i) the distribution of
23    the course list and (ii) any updates to all licensed child
24    care centers in this State;
25        (5) an impartial oversight review process for courses
26    deemed ineligible for the attainment of the required

1    qualifications for an early childhood teacher or director;
2    and
3        (6) a process for establishing eligibility
4    requirements for college courses not on the course list.
5    (e) The Department of Early Childhood may adopt rules to
6implement this Section.
 
7    (225 ILCS 10/9.1f new)
8    Sec. 9.1f. Public list of qualified courses; training for
9applicable State staff.
10    (a) Any applicable State staff must be trained on the use
11of the course list established under Section 9.1e, the
12prohibitions for the course list, and the impartial oversight
13review process under Section 9.1e.
14    (b) The Department of Early Childhood may adopt rules to
15implement this Section.".
