SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-55  was 20 ILCS 605/46.21

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity may enter into contracts, including, but not limited to, making grants and loans, with employment social enterprises. Defines terms.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by changing Section 605-55 as follows:
 
7    (20 ILCS 605/605-55)  (was 20 ILCS 605/46.21)
8    Sec. 605-55. Contracts and other acts to accomplish
9Department's duties. To make and enter into contracts,
10including, but not limited to, making grants and loans to
11units of local government, private agencies as defined in the
12Illinois State Auditing Act, non-profit corporations,
13educational institutions, employment social enterprises, and
14for-profit businesses as authorized pursuant to appropriations
15by the General Assembly from the Build Illinois Bond Fund, the
16Rebuild Illinois Projects Fund, the Fund for Illinois' Future,
17the Capital Development Fund, and the General Revenue Fund,
18and generally to do all things that, in its judgment, may be
19necessary, proper, and expedient in accomplishing its duties.
20For the purposes of this Section, "employment social
21enterprise" means a non-profit or for-profit entity that
22provides services or produces or assembles goods and
23demonstrates a mission to provide employment and social

1supports, including on-the-job training and life skills
2training, to employees who are individuals with a barrier to
3employment.
