2025 and 2026 HB4162 Introduced 10/15/2025, by Rep. Martin McLaughlin SYNOPSIS AS INTRODUCED: | | | Creates the Official Speaker of the House of Representatives Portrait Act. Specifies that portraits of the Speakers of the House of Representatives of Illinois, painted or otherwise created as visual images, displayed in the State Capitol shall be the official State portraits of the Speakers of the House of Representatives of Illinois. Prohibits the use of State funds to finance or pay for a portrait or other image of any person who has served as Speaker of the House of Representatives of Illinois and who has been convicted of a felony relating to or arising out of or in connection with his or her service as an elected official. |

| 1 | | AN ACT concerning government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 1. Short title. This Act may be cited as the |
| 5 | | Official Speaker of the House of Representatives Portrait Act. |
| 6 | | Section 5. Official State portraits of the Speaker of the |
| 7 | | House of Representatives. The portraits of the Speakers of the |
| 8 | | House of Representatives of Illinois, painted or otherwise |
| 9 | | created as visual images, displayed in the State Capitol shall |
| 10 | | be the official State portraits of the Speakers of the House of |
| 11 | | Representatives of Illinois. |
| 12 | | Section 10. State funding prohibited for felons. No |
| 13 | | portrait or other image of any person who has served as Speaker |
| 14 | | of the House of Representatives of Illinois and who has been |
| 15 | | convicted of a felony relating to or arising out of or in |
| 16 | | connection with his or her service as an elected official |
| 17 | | shall be financed or paid for by the State or any State entity |
| 18 | | or with State funds. |
