SYNOPSIS AS INTRODUCED:
 
60 ILCS 1/80-85 new
65 ILCS 5/8-1-19 new
70 ILCS 1205/4-10 new
105 ILCS 5/10-31 new
105 ILCS 5/34-240 new
110 ILCS 805/3-85 new

    Amends the Township Code, the Park District Code, the Illinois Municipal Code, the School Code, and the Public Community College Act. Provides that if a township, park district, municipality, school district, or community college has been issued a credit card, then, each month, the governing authority of the township, park district, municipality, school district, or community college shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. Provides that the itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. Provides that the vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval. Provides that, if a township, park district, municipality, school district, or community college has a website maintained by a full-time staff, then the township, park district, municipality, school district, or community college shall publish each itemized statement on its website.

1    AN ACT concerning credit cards.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Township Code is amended by adding Section
580-85 as follows:
 
6    (60 ILCS 1/80-85 new)
7    Sec. 80-85. Approval of township credit card statements.
8    (a) If a township has been issued a credit card, then, each
9month, the township board shall vote to verify the validity of
10an itemized statement all purchases made using the credit in
11the preceding month. The itemized statement must include all
12purchases made using the credit card in the preceding month
13and may not be redacted. The vote shall solely be for the
14approval of the itemized statement of all purchases made using
15the credit card and shall not include any other expense
16approval.
17    (b) If a township has a website maintained by full-time
18staff, then the township shall publish each itemized statement
19verified under subsection (a) on its website.
 
20    Section 10. The Illinois Municipal Code is amended by
21adding Section 8-1-19 as follows:

2    Sec. 8-1-19. Approval of municipal credit card statements.
3    (a) If a municipality has been issued a credit card, then,
4each month, the corporate authorities of the municipality
5shall vote to verify the validity of an itemized statement of
6all purchases made using the credit card in the preceding
7month. The itemized statement must include all purchases made
8using the credit card in the preceding month and may not be
9redacted. The vote shall solely be for the approval of the
10itemized statement of all purchases made using the credit card
11and shall not include any other expense approval.
12    (b) If a municipality has a website maintained by
13full-time staff, then the municipality shall publish each
14itemized statement verified under subsection (a) on its
15website.
 
16    Section 15. The Park District Code is amended by adding
17Section 4-10 as follows:
 
18    (70 ILCS 1205/4-10 new)
19    Sec. 4-10. Approval of park district credit card
20statements.
21    (a) If a park district has been issued a credit card, then,
22each month, the board of the park district shall vote to verify
23the validity of an itemized statement of all purchases made

1statement must include all purchases made using the credit
2card in the preceding month and may not be redacted. The vote
3shall solely be for the approval of the itemized statement of

8itemized statement verified under subsection (a) on its

10    Section 20. The School Code is amended by adding Sections
1110-31 and 34-240 as follows:

13    Sec. 10-31. Approval of school district credit card
14statements.
15    (a) If the district has been issued a credit card, then,
16each month, the board shall vote to verify the validity of an
17itemized statement of all purchases made using the credit card
18in the preceding month. The itemized statement must include
19all purchases made using the credit card in the preceding
20month and may not be redacted. The vote shall solely be for the
21approval of the itemized statement of all purchases made using
22the credit card and shall not include any other expense
23approval.

4    Sec. 34-240. Approval of school district credit card
5statements.
6    (a) If the district has been issued a credit card, then,
7each month, the board shall vote to verify the validity of an
8itemized statement of all purchases made using the credit card
9in the preceding month. The itemized statement must include
10all purchases made using the credit card in the preceding
11month and may not be redacted. The vote shall solely be for the
12approval of the itemized statement of all purchases made using
13the credit card and shall not include any other expense
14approval.
15    (b) If the district has a website maintained by full-time
16staff, then the school district shall publish each itemized
17statement verified under subsection (a) on its website.
 
18    Section 25. The Public Community College Act is amended by
19adding Section 3-85 as follows:
