SYNOPSIS AS INTRODUCED:

Amends the Township Code, the Park District Code, the Illinois Municipal Code, the School Code, and the Public Community College Act. Provides that if a township, park district, municipality, school district, or community college has been issued a credit card, then, each month, the governing authority of the township, park district, municipality, school district, or community college shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. Provides that the itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. Provides that the vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval. Provides that, if a township, park district, municipality, school district, or community college has a website maintained by a full-time staff, then the township, park district, municipality, school district, or community college shall publish each itemized statement on its website.

A BILL FOR

AN ACT concerning credit cards.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Township Code is amended by adding Section 80-85 as follows:

Sec. 80-85. Approval of township credit card statements.

(a) If a township has been issued a credit card, then, each month, the township board shall vote to verify the validity of an itemized statement all purchases made using the credit in the preceding month. The itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. The vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval.

(b) If a township has a website maintained by full-time staff, then the township shall publish each itemized statement verified under subsection (a) on its website.

Section 10. The Illinois Municipal Code is amended by adding Section 8-1-19 as follows:

Sec. 8-1-19. Approval of municipal credit card statements.

(a) If a municipality has been issued a credit card, then, each month, the corporate authorities of the municipality shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. The itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. The vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval.

(b) If a municipality has a website maintained by full-time staff, then the municipality shall publish each itemized statement verified under subsection (a) on its website.

Section 15. The Park District Code is amended by adding Section 4-10 as follows:

Sec. 4-10. Approval of park district credit card statements.

(a) If a park district has been issued a credit card, then, each month, the board of the park district shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. The itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. The vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval.

(b) If a park district has a website maintained by full-time staff, then the park district shall publish each itemized statement verified under subsection (a) on its website.

Section 20. The School Code is amended by adding Sections 10-31 and 34-240 as follows:

Sec. 10-31. Approval of school district credit card statements.

(a) If the district has been issued a credit card, then, each month, the board shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. The itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. The vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval.

(b) If the district has a website maintained by full-time staff, then the district shall publish each itemized statement verified under subsection (a) on its website.

Sec. 34-240. Approval of school district credit card statements.

(a) If the district has been issued a credit card, then, each month, the board shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. The itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. The vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval.

(b) If the district has a website maintained by full-time staff, then the school district shall publish each itemized statement verified under subsection (a) on its website.

Section 25. The Public Community College Act is amended by adding Section 3-85 as follows:

Sec. 3-85. Approval of community college credit card statements.

If a community college district has been issued a credit card, then, each month, the board shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. The itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. The vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval.

(b) If a community college has a website maintained by full-time staff, then the community college shall publish each itemized statement verified under subsection (a) on its website.
