Provides that a township board of trustees or township official may not enter into, amend, or renew an employment, equipment, or service contract during the 14 days before a consolidated election through the third Monday in May following the consolidated election. Provides that a township board or township official may enter into, amend, or renew a contract that does not extend more than 60 days after the third Monday of May following the consolidated election to address an emergency. Provides that an employment, equipment, or service contract entered into, amended, or renewed on or after the effective date of this amendatory Act in violation of the Section is voidable. |

| 1 | | AN ACT concerning local government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Township Code is amended by adding Section |
| 5 | | 85-75 as follows: |
| 6 | | (60 ILCS 1/85-75 new) |
| 7 | | Sec. 85-75. Contracts entered into close to or after an |
| 8 | | election. |
| 9 | | (a) A township board of trustees or township official may |
| 10 | | not enter into, amend, or renew an employment, equipment, or |
| 11 | | service contract during the 14 days before a consolidated |
| 12 | | election through the third Monday in May following the |
| 13 | | consolidated election. |
| 14 | | (b) Notwithstanding subsection (a), a township board or |
| 15 | | township official may enter into, amend, or renew a contract |
| 16 | | that does not extend more than 60 days after the third Monday |
| 17 | | of May following the consolidated election to address an |
| 18 | | emergency. As used in this subsection, "emergency" means a |
| 19 | | condition requiring immediate action to suppress or prevent |
| 20 | | the spread of disease or to prevent or remove imminent danger |
| 21 | | to persons or property. |
| 22 | | (c) An employment, equipment, or service contract entered |
