AMENDMENT TO HOUSE BILL 4311 

2    AMENDMENT NO. ______. Amend House Bill 4311 by replacing 
3the title with "AN ACT concerning civil law."; and
 
4by replacing everything after the enacting clause with the 
5following:
 
6    "Section 5. The Code of Civil Procedure is amended by 
7adding Section 1-110 as follows:
 
8    (735 ILCS 5/1-110 new)
9    Sec. 1-110. Electronic filing systems.
10    (a) For purposes of this Section, "electronic filing 
11system" or "system" means any electronic system approved by or 
12maintained by the Supreme Court of Illinois, a State agency, 
13or a unit of local government for the filing of documents.
14    (b) As soon as reasonably practicable after an electronic 
15filing system receives and files a document, the system shall

1electronically notify the court, State agency, or unit of 
2local government in which the document was filed of the 
3filing, the person who requested the document to be filed, and 
4the persons and entities on whom the document was served by the 
5system.
6    (c) The electronic notice in subsection (b) is proof of 
7filing and service of that document, and no additional proof 
8of filing or service of that document is required.
9    (d) Proof of service of documents on persons or entities 
10who do not receive service from the electronic filing system 
11shall be as otherwise required by law.".
