SYNOPSIS AS INTRODUCED:
 
30 ILCS 535/45  from Ch. 127, par. 4151-45
    Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act. Provides that certain provisions concerning public notice, evaluations, and selection procedures do not apply to architectural, engineering, and land surveying contracts with an estimated basic professional services fee of less than the maximum estimated basic professional services fee. Provides that, for contracts entered into on or after the effective date of the amendatory Act and before January 1, 2027, the maximum estimated basic professional services fee is $40,000. Provides that, for calendar years beginning on or after January 1, 2027, the maximum estimated basic professional services fee shall be increased each year by a percentage equal to the annual unadjusted percentage increase, if any, in the Consumer Price Index-u during the 12-month period ending in September of the immediately preceding calendar year and rounded to the nearest $10.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly:
 
4    Section 5. The Architectural, Engineering, and Land 
5Surveying Qualifications Based Selection Act is amended by 
6changing Section 45 as follows:
 
7    (30 ILCS 535/45)  (from Ch. 127, par. 4151-45)
8    Sec. 45. Small contracts.  
9    (a) As used in this Section: 
10    "Consumer price index-u" means the index published by the 
11Bureau of Labor Statistics of the United States Department of 
12Labor that measures the average change in prices of goods and 
13services purchased by all urban consumers, United States city 
14average, all items, 1982-84=100. 
15    "Maximum estimated basic professional services fee" means: 
16        (1) for contracts entered into before the effective 
17    date of this amendatory Act of the 104th General Assembly, 
18    $25,000; 
19        (2) for contracts entered into on or after the 
20    effective date of this amendatory Act of the 104th General 
21    Assembly and before January 1, 2027, $40,000; and 
22        (3) for contracts entered into on or after January 1, 
23    2027, the maximum estimated basic professional services

1    fee for the calendar year immediately preceding the 
2    calendar year in which the contract is entered into, 
3    increased by a percentage equal to the annual unadjusted 
4    percentage increase, if any, in the Consumer Price Index-u

6    immediately preceding calendar year and rounded to the 
7    nearest $10. 
8    (b) The provisions of Sections 25, 30, and 35 do not apply 
9to architectural, engineering, and land surveying contracts 
10with an estimated basic professional services fee of less than 
11the maximum estimated basic professional services fee set 
12forth in this Section $25,000.
