| Amends the Election Code. Creates the Secure Elections Infrastructure Fund as a special fund in the State treasury. Provides that, subject to appropriation, moneys in the Fund shall be distributed by the State Board of Elections as grants to election authorities for: voting machine replacement; electronic poll book upgrades; cybersecurity hardening; voter accessibility upgrades; infrastructure for secure ballot transport and storage; and capital improvements to election authority facilities that are necessary to maintain safe, secure, and effective election administration. Provides that the State Board of Elections shall establish and use a formula to distribute moneys in the Fund to election authorities. |

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Election Code is amended by adding Section |
| 5 | | 1A-70 as follows: |

| 7 | | Sec. 1A-70. Secure Elections Infrastructure Fund. The |
| 8 | | Secure Elections Infrastructure Fund is created as a special |
| 9 | | fund created in the State treasury. Subject to appropriation, |
| 10 | | moneys in the Fund shall be distributed by the State Board of |
| 11 | | Elections as grants to election authorities for: voting |
| 12 | | machine replacement; electronic poll book upgrades; |
| 13 | | cybersecurity hardening, including the purchase of hardware |
| 14 | | and software and vendor vetting; voter accessibility upgrades; |
| 15 | | infrastructure for secure ballot transport and storage; and |
| 16 | | capital improvements to election authority facilities that are |
| 17 | | necessary to maintain safe, secure, and effective election |
| 18 | | administration, including life-safety, environmental, |
| 19 | | structural, or operational upgrades. The State Board of |
| 20 | | Elections shall distribute moneys in the Fund to election |
| 21 | | authorities using a formula determined by the State Board of |
| 22 | | Elections that accounts for: the number of registered voters |
| 23 | | located in each voting district; the number of voting |
