    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Illinois Competitiveness and Innovation Working Group within the Department of Commerce and Economic Opportunity. Sets forth the membership of the Working Group. Provides that the Department of Commerce and Economic Opportunity shall review and propose a megaproject incentive framework for the State, including performance-based tax credits, capital assistance, and workforce training tools. Provides that the Department of Commerce and Economic Opportunity shall continue to conduct annual international trade missions to priority markets. Provides for a statewide tourism connectivity plan. Provides that the Department of Commerce and Economic Opportunity shall establish certain grant programs. Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall monitor and annually report to the Governor and the General Assembly on the affordability, reliability, and capacity of energy for industrial users.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Sections 605-1119, 605-1120, 605-1121,
7605-1122, 605-1123, and 605-1124 as follows:
 
8    (20 ILCS 605/605-1119 new)
9    Sec. 605-1119. Illinois Competitiveness and Innovation
10Working Group.
11    (a) The Illinois Competitiveness and Innovation Working
12Group is hereby established within the Department. The
13Illinois Competitiveness and Innovation Working Group shall
14include the following representatives appointed by the
15Governor:
16        (1) representatives of public universities and
17    community colleges;
18        (2) representatives of Illinois Innovation Network
19    institutions;
20        (3) representatives of advanced manufacturing
21    partnerships;
22        (4) representatives of agribusiness and tourism
23    organizations;

1        (5) representatives of local and regional economic
2    development groups; and
3        (6) representatives of international trade entities.
4    (b) The Illinois Competitiveness and Innovation Working
5Group shall:
6        (1) study emerging research and development,
7    commercialization, and innovation initiatives, with an
8    emphasis on advanced manufacturing, energy storage,
9    biotechnology, and agriculture technology;
10        (2) recommend strategies to enhance site-readiness
11    programs for major projects across all regions of the
12    State; and
13        (3) provide advice to the Department on alignment with
14    federal incentives.
15    (c) The Illinois Competitiveness and Innovation Working
16Group shall report annually to the Governor and the General
17Assembly.

19    Sec. 605-1120. Megaproject review. The Department shall
20review and propose a megaproject incentive framework for the
21State, including performance-based tax credits, capital
22assistance, and workforce training tools.

24    Sec. 605-1121. International trade mission. The Department

1shall continue to conduct annual international trade missions
2to priority markets, including Europe, East Asia, and emerging
3economies, to promote foreign direct investment, Illinois
4exports, international tourism, and higher education
5partnerships.
 
6    (20 ILCS 605/605-1122 new)
7    Sec. 605-1122. Hotel tax proposals. On or before July 1,
82026, the Department shall submit a report to the Governor and
9the General Assembly proposing legislation to reinvest a
10portion of any new hotel tax revenue growth into global
11marketing campaigns, airline route development, downstate
12tourism expansion, and cultural and convention initiatives.
 
13    (20 ILCS 605/605-1123 new)
14    Sec. 605-1123. Statewide tourism connectivity plan. The
15Department, in cooperation with the Department of
16Transportation and local tourism bureaus, shall develop a plan
17to connect Chicago's international gateway airports with
18downstate attractions, including, but not limited to, branded
19transportation partnerships, shuttle or express services to
20key regions, and coordinated visitor itineraries and
21marketing.

23    Sec. 605-1124. Agritourism and local food promotion. The

1Department shall establish grant programs to promote:
2        (1) agritourism destinations;
3        (2) local breweries, wineries, and distilleries;
4        (3) farm-to-table and regional food corridors; and
5        (4) seasonal festivals and cultural events.
 
6    Section 10. The Public Utilities Act is amended by adding
7Section 2-204 as follows:
 
8    (220 ILCS 5/2-204 new)
9    Sec. 2-204. Report on energy for industrial users. The
10Commission shall monitor and annually report to the Governor
11and the General Assembly on the affordability, reliability,
12and capacity of energy for industrial users.
