SYNOPSIS AS INTRODUCED:
 
110 ILCS 975/5  from Ch. 144, par. 2755

    Amends the Nursing Education Scholarship Law. Provides that beginning with the 2026-2027 academic year, subject to appropriation from the General Revenue Fund and in addition to any other funds available to the Department of Public Health for nursing education scholarships, the Department may award additional nursing education scholarships. Removes a provision regarding nursing education scholarships for the 2021-2022 academic year. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Nursing Education Scholarship Law is
5amended by changing Section 5 as follows:
 
6    (110 ILCS 975/5)  (from Ch. 144, par. 2755)
7    Sec. 5. Nursing education scholarships. Beginning with the
8fall term of the 2004-2005 academic year, the Department, in
9accordance with rules and regulations promulgated by it for
10this program, shall provide scholarships to individuals
11selected from among those applicants who qualify for
12consideration by showing:
13        (1) that he or she has been a resident of this State
14    for at least one year prior to application and is a citizen
15    or a lawful permanent resident of the United States;
16        (2) that he or she is enrolled in or accepted for
17    admission to an associate degree in nursing program,
18    hospital-based diploma in nursing program, baccalaureate
19    degree in nursing program, graduate degree in nursing
20    program, or practical nursing program at an approved
21    institution; and
22        (3) that he or she agrees to meet the nursing
23    employment obligation.

1    If in any year the number of qualified applicants exceeds
2the number of scholarships to be awarded, the Department
3shall, in consultation with the Illinois Nursing Workforce
4Center Advisory Board, consider the following factors in
5granting priority in awarding scholarships:
6        (A) Financial need, as shown on a standardized
7    financial needs assessment form used by an approved
8    institution, of students who will pursue their education
9    on a full-time or close to full-time basis and who already
10    have a certificate in practical nursing, a diploma in
11    nursing, or an associate degree in nursing and are
12    pursuing a higher degree.
13        (B) A student's status as a registered nurse who is
14    pursuing a graduate degree in nursing to pursue employment
15    in an approved institution that educates licensed
16    practical nurses and that educates registered nurses in
17    undergraduate and graduate nursing programs.
18        (C) A student's merit, as shown through his or her
19    grade point average, class rank, and other academic and
20    extracurricular activities. The Department may add to and
21    further define these merit criteria by rule.
22    Unless otherwise indicated, scholarships shall be awarded
23to recipients at approved institutions for a period of up to 2
24years if the recipient is enrolled in an associate degree in
25nursing program, up to 3 years if the recipient is enrolled in
26a hospital-based diploma in nursing program, up to 4 years if

1the recipient is enrolled in a baccalaureate degree in nursing
2program, up to 5 years if the recipient is enrolled in a
3graduate degree in nursing program, and up to one year if the
4recipient is enrolled in a certificate in practical nursing
5program. At least 40% of the scholarships awarded shall be for
6recipients who are pursuing baccalaureate degrees in nursing,
730% of the scholarships awarded shall be for recipients who
8are pursuing associate degrees in nursing or a diploma in
9nursing, 10% of the scholarships awarded shall be for
10recipients who are pursuing a certificate in practical
11nursing, and 20% of the scholarships awarded shall be for
12recipients who are pursuing a graduate degree in nursing.
13    Beginning with the 2026-2027 academic year, subject to
14appropriation from the General Revenue Fund and in addition to
15any other funds available to the Department for such
16scholarships, the Department may award additional scholarships
17under this Section.
18    During the 2021-2022 academic year, subject to
19appropriation from the Hospital Licensure Fund, in addition to
20any other funds available to the Department for such
21scholarships, the Department may award a total of $500,000 in
22scholarships under this Section.

25    Section 99. Effective date. This Act takes effect upon
26becoming law.
