2025 and 2026 HB4742 Introduced , by Rep. Justin Cochran SYNOPSIS AS INTRODUCED: | | | Amends the Illinois Vehicle Code. Changes the definition of "electric personal assistive mobility device" to mean a self-balancing 2 non-tandem wheeled device lacking pedals designed to transport only one person that is battery-powered or has an electric propulsion system that limits the maximum speed of the device to 15 miles per hour or less. Includes in the definition of "electric personal assistive mobility device" a device that is currently out-of-class. Excludes from the definition of "electric personal assistive mobility device" a low-speed electric bicycle, low-speed scooter, motorcycle, or motor vehicle. |

| 1 | | AN ACT concerning transportation. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Illinois Vehicle Code is amended by |
| 5 | | changing Section 1-117.7 as follows: |
| 6 | | (625 ILCS 5/1-117.7) |
| 7 | | Sec. 1-117.7. Electric personal assistive mobility device. |
| 8 | | A self-balancing 2 non-tandem wheeled device lacking pedals |
| 9 | | designed to transport only one person that is battery-powered |
| 10 | | or has with an electric propulsion system that limits the |
| 11 | | maximum speed of the device to 15 miles per hour or less. |
| 12 | | "Electric personal assistive mobility device" includes a |
| 13 | | device that is currently out-of-class, such as Onewheels, |
| 14 | | electric unicycles, and new and emerging micromobility |
| 15 | | devices, regardless of its market name. "Electric personal |
| 16 | | assistive mobility device" does not include a low-speed |
| 17 | | electric bicycle, low-speed scooter, motorcycle, or motor |
| 18 | | vehicle. |
