SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/9-241.5 new

    Amends the Public Utilities Act. Provides that a public utility shall freeze its monthly customer charge for low-income households at an amount equal to a percentage of the household's income that is no greater than the current percentage of income used to determine the amount of monthly credits administered to participants of the Percentage of Income Payment Plan under the Energy Assistance Act.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by adding
5Section 9-241.5 as follows:
 
6    (220 ILCS 5/9-241.5 new)
7    Sec. 9-241.5. Monthly customer charge freeze.
8    (a) As used in this Section:
9    "Customer charge" means a customer's fixed utility service
10costs, such as billing and meter readings, that do not vary
11with the customer's usage of the utility.
12    "Low-income household" means a residential household with
13annual household income at or below 135% of the poverty
14guidelines updated periodically in the Federal Register by the
15U.S. Department of Health and Human Services under the
16authority of 42 U.S.C. 9902(2).
17    (b) A public utility shall freeze its monthly customer
18charge for low-income households at an amount equal to a
19percentage of the household's income that is no greater than
20the current percentage of income used to determine the amount
21of monthly credits administered to participants of the
22Percentage of Income Payment Plan under subsection (c) of
23Section 18 of the Energy Assistance Act.
