AMENDMENT TO HOUSE BILL 4795 

2    AMENDMENT NO. ______. Amend House Bill 4795 on page 9, by 
3replacing lines 8 through 19 with the following:
4            "The holder of a National Board 
5        certification-early childhood generalist endorsement 
6        is deemed qualified and authorized to provide 
7        instruction in pre-kindergarten programs in this 
8        State, such as in the Preschool For All program, the 
9        Head Start program, or community-based, nonpublic or 
10        faith-based centers, and is deemed to meet or exceed 
11        all early childhood instructional competency 
12        requirements established by the State Board of 
13        Education for pre-kindergarten instruction.
14            The National Board certification-early childhood 
15        generalist endorsement is valid until June 30, 2029.
16            On or before January 1, 2029, the State Board of 
17        Education shall report data to the General Assembly 
18        regarding the impact of the changes made to this

1        Section by this amendatory Act of the 104th General 
2        Assembly, including, but not limited to, the number of 
3        teachers to which the changes would apply, the number 
4        of teachers licensed in other states who then qualify 
5        as early childhood teachers in this State, the grade 
6        levels in which such endorsed teachers are working, 
7        and the type of school setting in which they are 
8        teaching, such as in a public, nonpublic, or 
9        community-based early childhood setting.".
