| 12 | | The State Board of Education shall assist those districts |
| 13 | | offering parenting education instruction, upon request, in |
| 14 | | developing instructional materials, training teachers, and |
| 15 | | establishing appropriate time allotments for each of the areas |
| 16 | | included in parenting education such instruction. |
| 17 | | School districts may offer parenting education courses |
| 18 | | during that period of the day which is not part of the regular |
| 19 | | school day. Residents of the school district may enroll in |
| 20 | | such courses. The school board may establish fees and collect |
| 21 | | such charges as may be necessary for attendance at such |
| 22 | | courses in an amount not to exceed the per capita cost of the |
| 23 | | operation thereof, except that the board may waive all or part |
| 24 | | of such charges if it determines that the individual is |
| 25 | | indigent or that the educational needs of the individual |
| 26 | | requires his or her attendance at such courses. |

| 1 | | (b) Beginning with the 2019-2020 school year, from |
| 2 | | appropriations made for the purposes of this Section, the |
| 3 | | State Board of Education shall implement and administer a |
| 4 | | 7-year pilot program supporting the health and wellness |
| 5 | | student-learning requirement by utilizing a unit of |
| 6 | | instruction on parenting education in participating school |
| 7 | | districts that maintain grades 9 through 12, to be determined |
| 8 | | by the participating school districts. The program is |
| 9 | | encouraged to include, but is not limited to, instruction on |
| 10 | | (i) family structure, function, and management, (ii) the |
| 11 | | prevention of child abuse, (iii) the physical, mental, |
| 12 | | emotional, social, economic, and psychological aspects of |
| 13 | | interpersonal and family relationships, and (iv) parenting |
| 14 | | education competency development that is aligned to the social |
| 15 | | and emotional learning standards of the student's grade level. |
| 16 | | Instruction under this subsection (b) may be included in the |
| 17 | | comprehensive health education program set forth under Section |
| 18 | | 22-115 of this Code. The State Board of Education is |
| 19 | | authorized to make grants to school districts that apply to |
| 20 | | participate in the pilot program under this subsection (b). |
| 21 | | The provisions of this subsection (b), other than this |
| 22 | | sentence, are inoperative at the conclusion of the pilot |
| 23 | | program. |
