AMENDMENT TO HOUSE BILL 4997

2    AMENDMENT NO. ______. Amend House Bill 4997 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by renumbering and
5changing Section 27-1040 as follows:
 
6    (105 ILCS 5/27-270)  (was 105 ILCS 5/27-1040)
7    Sec. 27-270 27-1040. Parenting education.
8    (a) The State Board of Education must assist each school
9district that offers an evidence-based parenting education
10model. School districts shall may provide instruction in
11parenting education for grades 8 6 through 12 and include such
12instruction in the courses of study regularly taught therein.
13School districts shall may give regular school credit for
14satisfactory completion by the student of such courses.
15    As used in this subsection (a), "parenting education"
16means and includes instruction in the following:

1        (1) Child growth and development, including prenatal
2    development.
3        (2) Childbirth and child care.
4        (3) Family structure, function, and management.
5        (4) Prenatal and postnatal care for mothers and
6    infants.
7        (5) Prevention of child abuse.
8        (6) The physical, mental, emotional, social, economic,
9    and psychological aspects of interpersonal and family
10    relationships.
11        (7) Parenting skill development.
12    The State Board of Education shall assist those districts
13offering parenting education instruction, upon request, in
14developing instructional materials, training teachers, and
15establishing appropriate time allotments for each of the areas
16included in parenting education such instruction.
17    School districts may offer parenting education courses
18during that period of the day which is not part of the regular
19school day. Residents of the school district may enroll in
20such courses. The school board may establish fees and collect
21such charges as may be necessary for attendance at such
22courses in an amount not to exceed the per capita cost of the
23operation thereof, except that the board may waive all or part
24of such charges if it determines that the individual is
25indigent or that the educational needs of the individual
26requires his or her attendance at such courses.

1    (b) Beginning with the 2019-2020 school year, from
2appropriations made for the purposes of this Section, the
3State Board of Education shall implement and administer a
47-year pilot program supporting the health and wellness
5student-learning requirement by utilizing a unit of
6instruction on parenting education in participating school
7districts that maintain grades 9 through 12, to be determined
8by the participating school districts. The program is
9encouraged to include, but is not limited to, instruction on
10(i) family structure, function, and management, (ii) the
11prevention of child abuse, (iii) the physical, mental,
12emotional, social, economic, and psychological aspects of
13interpersonal and family relationships, and (iv) parenting
14education competency development that is aligned to the social
15and emotional learning standards of the student's grade level.
16Instruction under this subsection (b) may be included in the
17comprehensive health education program set forth under Section
1822-115 of this Code. The State Board of Education is
19authorized to make grants to school districts that apply to
20participate in the pilot program under this subsection (b).
21The provisions of this subsection (b), other than this
22sentence, are inoperative at the conclusion of the pilot
23program.
