SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/3-6043 new
65 ILCS 5/11-1-15 new

    Amends the Counties Code and the Illinois Municipal Code. Provides that, beginning January 1, 2028, the sheriff of each county and the corporate authorities of each municipality shall: (1) equip every patrol vehicle with a choking rescue device and (2) provide for every deputy or police officer to receive training to administer a choking rescue device from specified entities. Defines "choking rescue device".

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
53-6043 as follows:
 
6    (55 ILCS 5/3-6043 new)
7    Sec. 3-6043. Choking rescue devices.
8    (a) As used in this Section, "choking rescue device" means
9a manual suction device designed to help remove an object
10blocking someone's airway during a choking emergency.
11    (b) Beginning January 1, 2028, the sheriff of each county
12shall:
13        (1) equip every patrol vehicle with a choking rescue
14    device; and
15        (2) provide for every deputy to receive training to
16    administer a choking rescue device from:
17            (A) a local fire department;
18            (B) a fire protection district;
19            (C) the local public health authority;
20            (D) the Illinois Department of Public Health; or
21            (E) an entity the sheriff approves to provide the
22        training.

5    (a) As used in this Section, "choking rescue device" means

9each municipality shall:
10        (1) equip every patrol vehicle with a choking rescue
11    device; and
12        (2) provide for every police officer to receive
13    training to administer the choking rescue device from:
14            (A) a local fire department;
15            (B) a fire protection district;
16            (C) the local public health authority;
17            (D) the Illinois Department of Public Health; or
18            (E) an entity the chief of police approves to
19        provide training.
