SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-5e.3 new

    Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for dates of service on and after January 1, 2027, the Department of Healthcare and Family Services must increase the base per diem rate for inpatient general acute services for children's specialty hospitals that are not eligible for payments under the hospital assessment programs under the Hospital Provider Funding Article of the Code. Provides that the increase must consider the difference between children's specialty hospitals receiving hospital assessment payments and how to make rates more comparable. Permits the Department to consider spreading the increase over 3 calendar years. Effective January 1, 2027.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 5-5e.3 as follows:
 
6    (305 ILCS 5/5-5e.3 new)
7    Sec. 5-5e.3. Rates for Children's Specialty Hospitals.
8    (a) As used in this Section:
9    "Base rate" means the per diem rate in effect before
10adding any additional rate add-ons for disproportionate share
11hospital adjustment payments, Medicaid percentage adjustments,
12or Medicaid High Volume Adjustments.
13    "Children's specialty hospitals" means hospitals
14designated under the Department's administrative rules as of
15January 1, 2024.
16    (b) For dates of service on and after January 1, 2027, the
17Department must increase the base per diem rate for inpatient
18general acute services for children's specialty hospitals that
19are not eligible for payments under the hospital assessment
20programs under Article V-A. The increase must consider the
21difference between children's specialty hospitals receiving
22hospital assessment payments and how to make rates more
23comparable. The Department may consider spreading the increase
