1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. This Act may be referred to as Alyssa's Law.
 
5    Section 5. The School Safety Drill Act is amended by
6adding Section 42 as follows:
 
7    (105 ILCS 128/42 new)
8    Sec. 42. Mobile panic alert system.
9    (a) By no later than the beginning of the 2028-2029 school
10year, school districts and private schools in this State shall
11consider the use of a mobile panic alert system in the
12development of their school emergency and crisis response
13plans. If used, a mobile panic alert system that meets the
14specifications of this Section shall be known as "Alyssa's
15Alert" and shall be capable of connecting to diverse emergency
16service technologies to ensure real-time coordination between
17multiple first responder agencies. It shall also be capable of
18integrating with local, Public Safety Answering Point (PSAP)
19infrastructure for the transmission of 9-1-1 calls and mobile
20activations. Such PSAP infrastructure shall also be capable of
21receiving mobile panic alert notifications from a range of
22technologies. A mobile panic alert system deployed pursuant to

1this Section shall be integrated with the PSAP serving the
2applicable facility's jurisdiction and shall, upon activation,
3transmit an alert that is delivered to the PSAP's existing
4infrastructure. A mobile panic alert system deployed pursuant
5to this Section shall undergo at least annual testing in
6coordination with the PSAP and first responder agencies.
7    (b) By March 1, 2027, the Illinois State Police, in
8consultation with the State Board of Education and the
9Illinois Emergency Management Agency and Office of Homeland
10Security, shall develop rules for a mobile panic alert system
11to qualify as an Alyssa's Alert and meet the specifications of
12this Section. The rules may take into consideration the
13following:
14        (1) the scalability of the mobile panic alert system
15    in relation to the possibility of school expansion;
16        (2) the reliability of the connection technology used,
17    including the capability of transmission across both
18    Internet and cellular networks, and how that technology
19    impacts the response time for first responders and other
20    school personnel;
21        (3) the ease of integration of a mobile panic alert
22    system with existing safety systems, including, but not
23    limited to, the extent to which:
24            (A) reliable communication is ensured with the
25        PSAP and first responders;
26            (B) all applicable safety protocols operate in a

1        coordinated and interoperable manner; and
2            (C) existing PSAP infrastructure can receive
3        mobile panic alert notifications from diverse
4        technologies;
5        (4) the efficiency of providing instant alerts and
6    notifications to first responders and other school
7    personnel;
8        (5) testing, training, and drill requirements that
9    include the PSAP and first responders agencies; and
10        (6) the interoperability with crisis response mapping
11    or other situational awareness tools.
12    (c) The Illinois State Police shall post information on
13the rules developed under subsection (b) on its Internet
14website. Anything posted by the Illinois State Police under
15this subsection shall also be posted by the State Board of
16Education on its website.
17    (d) Each school district and private school must
18coordinate with its local 9-1-1 authority for integration
19requirements prior to purchase and implementation under this
20Section. Any expense to the PSAP for connectivity must be
21covered by the school district or private school.
