AMENDMENT TO HOUSE BILL 5107

2    AMENDMENT NO. ______. Amend House Bill 5107 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. This Act may be referred to as Alyssa's Law.
 
5    Section 5. The School Safety Drill Act is amended by
6adding Section 42 as follows:
 
7    (105 ILCS 128/42 new)
8    Sec. 42. Mobile panic alert system.
9    (a) By no later than the beginning of the 2028-2029 school
10year, school districts and private schools in this State shall
11consider the use of a mobile panic alert system in the
12development of their school emergency and crisis response
13plans. If used, a mobile panic alert system that meets the
14specifications of this Section shall be known as "Alyssa's
15Alert" and shall be capable of connecting to diverse emergency

1service technologies to ensure real-time coordination between
2multiple first responder agencies. It shall also be capable of
3integrating with local, Public Safety Answering Point (PSAP)
4infrastructure for the transmission of 9-1-1 calls and mobile
5activations. Such PSAP infrastructure shall also be capable of
6receiving mobile panic alert notifications from a range of
7technologies. A mobile panic alert system deployed pursuant to
8this Section shall be integrated with the PSAP serving the
9applicable facility's jurisdiction and shall, upon activation,
10transmit an alert that is delivered to the PSAP's existing
11infrastructure. A mobile panic alert system deployed pursuant
12to this Section shall undergo at least annual testing in
13coordination with the PSAP and first responder agencies.
14    (b) By March 1, 2027, the Illinois State Police, with
15advice from the Statewide 9-1-1 Advisory Board and in
16consultation with the State Board of Education and the
17Illinois Emergency Management Agency and Office of Homeland
18Security, shall develop rules for a mobile panic alert system
19to qualify as an Alyssa's Alert and meet the specifications of
20this Section. The rules may take into consideration the
21following:
22        (1) the scalability of the mobile panic alert system
23    in relation to the possibility of school expansion;
24        (2) the reliability of the connection technology used,
25    including the capability of transmission across both
26    Internet and cellular networks, and how that technology

1    impacts the response time for first responders and other
2    school personnel;
3        (3) the ease of integration of a mobile panic alert
4    system with existing safety systems, including, but not
5    limited to, the extent to which:
6            (A) reliable communication is ensured with the
7        PSAP and first responders;
8            (B) all applicable safety protocols operate in a
9        coordinated and interoperable manner; and
10            (C) existing PSAP infrastructure can receive
11        mobile panic alert notifications from diverse
12        technologies;
13        (4) the efficiency of providing instant alerts and
14    notifications to first responders and other school
15    personnel;
16        (5) testing, training, and drill requirements that
17    include the PSAP and first responders agencies; and
18        (6) the interoperability with crisis response mapping
19    or other situational awareness tools.
20    (c) The Illinois State Police shall post information on
21the rules developed under subsection (b) on its Internet
22website. Anything posted by the Illinois State Police under
23this subsection shall also be posted by the State Board of
24Education on its website.
25    (d) Each school district and private school must
26coordinate with its local 9-1-1 authority for integration

1requirements prior to purchase and implementation under this
2Section. Any expense to the PSAP for connectivity must be
3covered by the school district or private school.".
