| 1 | | service technologies to ensure real-time coordination between |
| 2 | | multiple first responder agencies. It shall also be capable of |
| 3 | | integrating with local, Public Safety Answering Point (PSAP) |
| 4 | | infrastructure for the transmission of 9-1-1 calls and mobile |
| 5 | | activations. Such PSAP infrastructure shall also be capable of |
| 6 | | receiving mobile panic alert notifications from a range of |
| 7 | | technologies. A mobile panic alert system deployed pursuant to |
| 8 | | this Section shall be integrated with the PSAP serving the |
| 9 | | applicable facility's jurisdiction and shall, upon activation, |
| 10 | | transmit an alert that is delivered to the PSAP's existing |
| 11 | | infrastructure. A mobile panic alert system deployed pursuant |
| 12 | | to this Section shall undergo at least annual testing in |
| 13 | | coordination with the PSAP and first responder agencies. |
| 14 | | (b) By March 1, 2027, the Illinois State Police, with |
| 15 | | advice from the Statewide 9-1-1 Advisory Board and in |
| 16 | | consultation with the State Board of Education and the |
| 17 | | Illinois Emergency Management Agency and Office of Homeland |
| 18 | | Security, shall develop rules for a mobile panic alert system |
| 19 | | to qualify as an Alyssa's Alert and meet the specifications of |
| 20 | | this Section. The rules may take into consideration the |
| 21 | | following: |
| 22 | | (1) the scalability of the mobile panic alert system |
| 23 | | in relation to the possibility of school expansion; |
| 24 | | (2) the reliability of the connection technology used, |
| 25 | | including the capability of transmission across both |
| 26 | | Internet and cellular networks, and how that technology |

| 1 | | impacts the response time for first responders and other |
| 2 | | school personnel; |
| 3 | | (3) the ease of integration of a mobile panic alert |
| 4 | | system with existing safety systems, including, but not |
| 5 | | limited to, the extent to which: |
| 6 | | (A) reliable communication is ensured with the |
| 7 | | PSAP and first responders; |
| 8 | | (B) all applicable safety protocols operate in a |
| 9 | | coordinated and interoperable manner; and |
| 10 | | (C) existing PSAP infrastructure can receive |
| 11 | | mobile panic alert notifications from diverse |
| 12 | | technologies; |
| 13 | | (4) the efficiency of providing instant alerts and |
| 14 | | notifications to first responders and other school |
| 15 | | personnel; |
| 16 | | (5) testing, training, and drill requirements that |
| 17 | | include the PSAP and first responders agencies; and |
| 18 | | (6) the interoperability with crisis response mapping |
| 19 | | or other situational awareness tools. |
| 20 | | (c) The Illinois State Police shall post information on |
| 21 | | the rules developed under subsection (b) on its Internet |
| 22 | | website. Anything posted by the Illinois State Police under |
| 23 | | this subsection shall also be posted by the State Board of |
| 24 | | Education on its website. |
| 25 | | (d) Each school district and private school must |
| 26 | | coordinate with its local 9-1-1 authority for integration |
