SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.214 new

    Amends the School Code. Requires the State Board of Education to establish an Artificial-Intelligence Use in Education Commission to collect information and submit recommendations relative to best educational practices and policies for smartphone and artificial-intelligence use in schools and compile research and collaborate to learn more on what recommendations are most effective for student-learning outcomes. Sets forth the Commission's membership, meetings, responsibilities, and support and reporting requirements. Repeals the provisions on January 1, 2030. Effective January 1, 2027.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.214 as follows:
 
6    (105 ILCS 5/2-3.214 new)
7    Sec. 2-3.214. Artificial-Intelligence Use in Education
8Commission.
9    (a) The State Board of Education shall establish an
10Artificial-Intelligence Use in Education Commission. The
11Commission shall collect information and submit
12recommendations relative to best educational practices and
13policies for smartphone and artificial-intelligence use in
14schools and compile research and collaborate to learn more on
15what recommendations are most effective for student-learning
16outcomes.
17    (b) The Commission shall be composed of all of the
18following members:
19        (1) One member appointed by the Speaker of the House
20    of Representatives, who shall serve as a co-chairperson.
21        (2) One member appointed by the Minority Leader of the
22    House of Representatives.
23        (3) One member appointed by the President of the

1    Senate, who shall serve as a co-chairperson.
2        (4) One member appointed by the Minority Leader of the
3    Senate.
4        (5) The Secretary of Innovation and Technology or his
5    or her designee.
6        (6) The State Superintendent of Education or his or
7    her designee.
8        (7) The Executive Director of the Illinois Community
9    College Board or his or her designee.
10        (8) The Executive Director of the Board of Higher
11    Education or his or her designee.
12        (9) Two teachers recommended by a statewide
13    association representing teachers, appointed by the
14    Governor.
15        (10) Two principals recommended by a statewide
16    principals association, appointed by the Governor.
17        (11) Two experts on artificial intelligence, appointed
18    by the Governor.
19        (12) Two members of statewide business associations,
20    appointed by the Governor.
21        (13) The Statewide Chief Information Security Officer
22    or his or her designee.
23        (14) Two members of statewide labor associations,
24    appointed by the Governor.
25    Members of the Commission shall serve without
26compensation.

1    (c) The Commission shall meet at the call of the
2co-chairpersons and hold at least 10 public meetings in a
3hybrid format, with both virtual and in-person options to
4attend. Of those required 10 meetings, 5 meetings shall be
5held virtually and 5 meetings shall be held in-person in each
6of the following locations:
7        (1) Chicago;
8        (2) Springfield;
9        (3) the Metro East region;
10        (4) the Quad Cities region; and
11        (5) Southern Illinois.
12    (d) The responsibilities of the Task Force shall include:
13        (1) drafting model policy recommendations for schools
14    to address the use of generative artificial intelligence
15    by students in and out of the classroom, emphasizing both
16    learning outcomes and practical implementation;
17        (2) recommending model policies for smartphone use
18    during instructional time, including age-appropriate best
19    practices;
20        (3) reviewing research on technology use in education
21    and its impacts on student learning, mental health,
22    attention, and social development; and
23        (4) addressing other topics related to education
24    technology, smartphone use, and artificial intelligence in
25    education that may arise from testimony or reports
26    submitted by the Commission or the public.

1    (e) The State Board shall provide administrative and
2technical support to the Commission.
3    (f) The Commission shall file a report twice a year with
4the Governor and the General Assembly covering the
5Commission's responsibilities under subsection (d). The
6Commission shall make each report available to the public.
7    (g) The Commission is dissolved upon filing the fourth
8report with the Governor and the General Assembly under
9subsection (f).
10    (h) This Section is repealed on January 1, 2030.
 
11    Section 99. Effective date. This Act takes effect January
121, 2027.
