SYNOPSIS AS INTRODUCED:

    Amends the College and Career Success for All Students Act. Requires an International Baccalaureate teacher to obtain appropriate training, subject to appropriation. Provides that International Baccalaureate training to teachers in Illinois high schools must provide teachers of International Baccalaureate courses with the necessary content knowledge and instructional skills to prepare students for success in International Baccalaureate courses and examinations and provide administrators, including principals and counselors, with professional development that will enable them to create strong and effective International Baccalaureate programs in their schools. Provides that the AP exam fee reduction program also applies to fees charged for an International Baccalaureate Diploma Programme subject.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The College and Career Success for All Students
5Act is amended by changing Sections 15 and 25 as follows:
 
6    (105 ILCS 302/15)
7    Sec. 15. Teacher training.
8    (a) Subject to appropriation, a teacher of an Advanced
9Placement course or an International Baccalaureate teacher
10must obtain appropriate training. Subject to appropriation,
11the State Board of Education shall establish clear, specific,
12and challenging training guidelines that require teachers of
13Advanced Placement courses to obtain recognized Advanced
14Placement training endorsed by the College Board.
15    (b) Advanced Placement and Pre-Advanced Placement training
16to teachers in Illinois high schools must do all of the
17following:
18        (1) Provide teachers of Advanced Placement and
19    teachers in courses that lead to Advanced Placement with
20    the necessary content knowledge and instructional skills
21    to prepare students for success in Advanced Placement
22    courses and examinations and other advanced course
23    examinations and mastery of postsecondary course content.

1        (2) Provide administrators, including principals and
2    counselors, with professional development that will enable
3    them to create strong and effective Advanced Placement
4    programs in their schools.
5        (3) Provide middle grade, junior high, and high school
6    teachers with Advanced Placement Vertical Team training
7    and other Pre-Advanced Placement professional development
8    that prepares students for success in Advanced Placement
9    courses.
10        (4) Support the implementation of an instructional
11    program for students in grades 6 through 12 that provides
12    an integrated set of instructional materials, diagnostic
13    assessments, and teacher professional development in
14    reading, writing, and mathematics that prepares all
15    students for enrollment and success in Advanced Placement
16    courses and in college.
17    (c) International Baccalaureate training to teachers in
18Illinois high schools must provide teachers of International
19Baccalaureate courses with the necessary content knowledge and
20instructional skills to prepare students for success in
21International Baccalaureate courses and examinations and
22provide administrators, including principals and counselors,
23with professional development that will enable them to create
24strong and effective International Baccalaureate programs in
25their schools.

1    (105 ILCS 302/25)
2    Sec. 25. Fee AP exam fee reduction program. Subject to
3appropriation, the State Board of Education shall create,
4under the College and Career Success for All Students program
5set forth in this Act, a program in public schools where any
6student who qualifies for free or reduced-price lunches will
7have fees charged by the College Board for Advanced Placement
8exams or fees charged for an International Baccalaureate
9Diploma Programme subject, as defined in Section 30, reduced,
10via State subsidy, to the greatest extent possible based on
11the appropriation.
