| 1 | | AN ACT concerning education. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The College and Career Success for All Students |
| 5 | | Act is amended by changing Sections 15 and 25 as follows: |
| 6 | | (105 ILCS 302/15) |
| 7 | | Sec. 15. Teacher training. |
| 8 | | (a) Subject to appropriation, a teacher of an Advanced |
| 9 | | Placement course or an International Baccalaureate teacher |
| 10 | | must obtain appropriate training. Subject to appropriation, |
| 11 | | the State Board of Education shall establish clear, specific, |
| 12 | | and challenging training guidelines that require teachers of |
| 13 | | Advanced Placement courses to obtain recognized Advanced |
| 14 | | Placement training endorsed by the College Board. |
| 15 | | (b) Advanced Placement, and Pre-Advanced Placement, and |
| 16 | | International Baccalaureate training to teachers in Illinois |
| 17 | | high schools must do all of the following: |
| 18 | | (1) Provide teachers of Advanced Placement, and |
| 19 | | teachers in courses that lead to Advanced Placement, and |
| 20 | | teachers of International Baccalaureate courses with the |
| 21 | | necessary content knowledge and instructional skills to |
| 22 | | prepare students for success in Advanced Placement or |
| 23 | | International Baccalaureate courses and examinations and |

| 1 | | other advanced course examinations and mastery of |
| 2 | | postsecondary course content. |
| 3 | | (2) Provide administrators, including principals and |
| 4 | | counselors, with professional development that will enable |
| 5 | | them to create strong and effective Advanced Placement or |
| 6 | | International Baccalaureate programs in their schools. |
| 7 | | (3) Provide (i) middle grade, junior high, and high |
| 8 | | school teachers with Advanced Placement Vertical Team |
| 9 | | training and other Pre-Advanced Placement professional |
| 10 | | development that prepares students for success in Advanced |
| 11 | | Placement courses or (ii) teachers at an authorized |
| 12 | | International Baccalaureate World School with training and |
| 13 | | other professional development that prepares students for |
| 14 | | success in International Baccalaureate courses. |
| 15 | | (4) Support the implementation of an instructional |
| 16 | | program for students in grades 6 through 12 that provides |
| 17 | | an integrated set of instructional materials, diagnostic |
| 18 | | assessments, and teacher professional development in |
| 19 | | reading, writing, and mathematics that prepares all |
| 20 | | students for enrollment and success in Advanced Placement |
| 21 | | or International Baccalaureate courses and in college. |

| 24 | | Sec. 25. Fee AP exam fee reduction program. Subject to |
| 25 | | appropriation, the State Board of Education shall create, |

| 1 | | under the College and Career Success for All Students program |
| 2 | | set forth in this Act, a program in public schools where any |
| 3 | | student who qualifies for free or reduced-price lunches will |
| 4 | | have fees charged by the College Board for Advanced Placement |
| 5 | | exams or fees charged for an International Baccalaureate |
| 6 | | Diploma Programme subject, as defined in Section 30, reduced, |
| 7 | | via State subsidy, to the greatest extent possible based on |
| 8 | | the appropriation. |
